ABOUT THE ROLE:
Oracle Cloud Infrastructure (OCI) is seeking a Director, Commissioning QA/QC to lead startup, commissioning, quality validation, and operational readiness for Oracle's Abilene AI Data Center. This role ensures critical systems are installed correctly, tested thoroughly, energized safely, and turned over ready for operations. The Director will coordinate across construction, controls, vendors, QA/QC, commissioning teams, and operations to drive predictable startup execution, reduce rework, and ensure systems meet design intent and operational requirements. This is a field-focused leadership role with expected site engagement of 60-80% during turnover, inspection, commissioning, and startup phases. This position is based in Abilene, Texas. Oracle will offer managed relocation assistance for eligible candidates. We will also consider Remote work flexibility for Texas residents who are open to traveling 50%.

US: Hiring Range in USD from: $139,400 to $291,800 per annum. May be eligible for bonus, equity, and compensation deferral.

Responsibilities:
Lead commissioning, QA/QC, startup readiness, and turnover validation across active data center projects
Own startup sequencing, integrated testing, energization readiness, and operational handoff coordination.
Validate installation quality, system readiness, and turnover completeness in the field.
Lead readiness reviews, QA/QC reviews, startup meetings, and issue-resolution sessions.
Coordinate between construction, controls, vendors, commissioning agents, QA/QC teams, and operations.
Identify and escalate startup risks, quality issues, deficiencies, and operational readiness gaps.
Drive deficiency tracking, closure, corrective actions, and verification before acceptance.
Support safe and efficient energization planning and execution.
Monitor startup flow, quality trends, inspection results, retesting, and recurring failures.
Develop and maintain startup sequencing plans, integrated testing plans, QA/QC audit plans, readiness dashboards, risk reports, and turnover verification reports.
Improve key performance metrics including startup cycle time, first-pass yield, retest reduction, inspection pass rate, deficiency closure time, rework reduction, and operational acceptance quality.
Ensure operational handoff packages are complete, accurate, and ready for operations ownership.
Capture lessons learned and drive continuous improvement across commissioning and QA/QC execution.
Qualifications:
12 years’ experience leading commissioning, QA/QC, startup, turnover, or operational readiness on large-scale mission-critical or infrastructure projects.
5 years managing people, including commissioning managers, engineers, vendors, and contractors; ability to set priorities, assign work, coach teams, and hold teams accountable across multiple projects, regions and sites.
Strong knowledge of data center infrastructure including; electrical systems, mechanical, controls, life safety, and building automation systems.
Experience with startup sequencing, integrated testing, functional performance verification, energization planning, and turnover acceptance.
Ability to assess field readiness, audit installation quality, observe testing, and verify deficiency closure.
Strong understanding of QA/QC programs, inspection planning, audits, quality reporting, and corrective action management.
Proven ability to coordinate across construction, vendors, commissioning teams, QA/QC, controls, and operations.
Strong communication, escalation, and stakeholder management skills.
Ability to work in a fast-paced, high-accountability hyperscale delivery environment.
Willingness to maintain heavy field presence during startup, inspection, commissioning, and turnover phases.
Bachelor’s degree in engineering, construction management, quality management, facilities management, or equivalent experience.
Preferred Qualifications
Experience delivering hyperscale, cloud, AI, colocation, or enterprise data center projects.
Experience leading commissioning or QA/QC for major data center campuses or multi-building programs.
Knowledge of Level 1–5 commissioning, integrated systems testing, readiness gates, and operational acceptance.
Familiarity with medium-voltage and low-voltage electrical systems, generators, UPS, switchgear, EPMS
BMS, cooling systems, controls, and fire/life safety systems.
Experience building QA/QC governance, audit programs, turnover quality standards, dashboards, and corrective action processes.
Experience improving startup cycle time, first-pass yield, inspection pass rates, defect recurrence, and operational handoff quality.
Certifications such as PMP, CxA, CCP, CQE, CMQ/OE, OSHA 10 or OSHA 30, LEED, or related credentials.
