Under the direction of the Chief Operating Officer and as a member of the Senior Leadership Team, the Director of Human Resources provides strategic leadership and oversight of all human resources functions to support the mission, values, and operational goals of the organization. This role is responsible for developing and implementing HR strategies, policies, and practices that foster a positive, inclusive, and high-performing workplace.

The Director oversees talent acquisition, employee relations, performance management, 401(k) administration, payroll and benefits, learning and development, and compliance with applicable employment laws and regulations. Working closely with executive leadership and program managers, the Director of Human Resources ensures the organization attracts, develops, and retains a diverse and committed workforce while fostering a culture of accountability, equity, and employee engagement.

Qualifications:

Essential Duties and Responsibilities

Strategic HR Leadership

  • Develop and implement trauma-informed HR strategies aligned with the organization’s mission, values, and strategic goals.
  • Serve as a trusted advisor to executive leadership and management on workforce planning, organizational development, and change management.

Talent Acquisition & Retention

  • Oversee recruitment, hiring, onboarding, and retention strategies to attract and retain a diverse, mission-driven workforce.
  • Ensure equitable, inclusive, and legally compliant hiring practices.

Employee Relations

  • Manage employee relations matters, including conflict resolution, disciplinary actions, investigations, and grievance processes.
  • Promote a positive, respectful, and inclusive workplace culture.

Performance Management & Development

  • Oversee performance management systems, evaluations, and goal-setting processes.
  • Support employee training, leadership development, and succession planning initiatives.

Compensation, Benefits & Payroll Oversight

  • Develop and administer compensation and benefits programs that are competitive, equitable, and compliant with non-profit budgets and regulations.
  • Oversee payroll processes in coordination with the Business Office.

Policy Development & Compliance

  • Develop, implement, and regularly update HR policies, procedures, and the employee handbook.
  • Ensure compliance with federal, state, and local employment laws and non-profit regulations.
  • Participate in select Quality Improvement Committees and ensure compliance with Certificate of Accreditation (COA) and other regulatory requirements.

Justice, Equity, Diversity & Inclusion (JEDI)

  • Lead and support JEDI initiatives to ensure equitable practices across recruitment, development, and employee engagement.
  • Monitor, evaluate, and report on progress toward diversity, equity, and inclusion goals.

Risk Management & Legal Matters

  • Identify, assess, and mitigate HR-related risks.
  • Coordinate with legal counsel on employment matters, investigations, and compliance issues.

HR Operations & Systems

  • Oversee HR systems, data reporting, and record-keeping.
  • Ensure employee personnel files are accurate, up to date, confidential, and maintained in compliance with all legal and contractual requirements.

Staff Supervision & Budget Management

  • Supervise HR staff and manage the HR department budget.
  • Ensure effective and efficient use of resources to support organizational priorities.
 

Other Duties

  • Perform other duties and responsibilities as assigned by the Chief Operating Officer.

Required Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required. Master’s degree (MBA, MA, or similar) preferred.
  • 5–10 years of progressive human resources experience, preferably within a non-profit or social services environment.
  • SHRM-SCP, SPHR, or similar professional certification highly desirable.
  • Valid California driver’s license with current automobile insurance and a driving record acceptable to the organization’s insurance provider.
  • Ability to pass a fingerprint background investigation.
  • Ability to pass a TB test, physical examination, and drug screening.

 

 

In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation may be determined based on bona fide factors such as education, experience, and other factors permitted by law.

Salary range for this position: $120,000.00 - $166,108.06
