What are the responsibilities and job description for the GeoBase Analyst, AFCEC GIO, Lackland Air Force Base, Texas position at Optimal GEO?
Overview
Analyst will be part of a fast-paced team developing and executing geospatial solutions for the United States Department of the Air Force (DAF) GeoBase program. GeoBase analysts are expected to create and update authoritative geospatial enterprise data in coordination with headquarters-level GeoBase leadership at the Air Force Civil Engineer Center (AFCEC). The analyst will support multiple Air and Space Forces installations with Esri ArcGIS desktop and Portal solutions to meet installation and DAF GeoBase program operations geospatial requirements, coordinating with GeoBase Service Desk managers working in an Agile project management environment.
Requirements:
- U.S. citizenship
- Minimum of two (2) to four (4) years of geospatial experience
- Active Tier 1 (National Agency Check and Inquiries) investigation, security clearance, or the ability to pass a Tier 1 NACI investigation
- Willingness to undergo a pre-employment background verification and drug screening
- Two (2) years of experience with:
- Esri ArcGIS software and capabilities (ArcMap, ArcPro, ArcPortal)
- Complex and detailed GIS data maintenance in an enterprise (ArcSDE, etc.) environment
- Two (2) years of experience in a role requiring:
- Excellent communication and consulting skills with emphasis on client and team member engagement
- Proven experience providing excellent customer service
- Strong technical proficiency using Microsoft Office products
- Excellent written and verbal communication skills for a dynamic working environment
- Attention to detail - proven experience meeting data quality assurance and accuracy standards
- Strong organizational, time management and analytical skills
- Ability to work independently, collaboratively as part of a team, and as a member of a large organization
- Ability to offer constructive feedback and problem solving, as well as clear direction to support goals
- Experience with the DAF GeoBase program
- Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or experience with other defined spatial data models.
- Experience using Agile methodologies, preferably Atlassian (Jira, Confluence) software
- Proficiency using ArcGIS Data Reviewer extension or other GIS data quality assurance/quality control (QA/QC) software or processes
- Experience in enterprise GIS
- Experience with DoD geospatial data or systems
- Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
- Perform data quality assurance and control (QA/QC), ensuring compliance with Air Force and Department of Defense geospatial data standards
- Create, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial data
- Create and maintain a variety of Esri ArcGIS Portal and Story Maps
- Work closely with end users at Air Force installation GeoBase offices (GIOs) to identify and satisfy GIS requirements, technical issues, and training needs
- Utilize the GeoBase Agile framework to enable task visibility and project transparency to AFCEC client:
- Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projects
- Create or update detailed DAF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes
- Provide end user support and training for GIS data stewardship, ArcGIS applications, SDSFIE data model, GeoBase capabilities, and GeoBase program objectives to installations, major commands (MAJCOM), and mission partner organizations
- Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support
- Create and maintain DAF enterprise geospatial metadata
- Perform complex GIS data analysis, extraction (digitization), conversion, data model migration, and geocoding processes
- Effectively utilize geospatial imagery, LiDAR, survey, and field collected data within the GeoBase enterprise
- Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standards
- Analyze current processes and recommend improvements or other best practice solutions
- Maintain data for archival storage, record keeping, and inventory of source data and maps
- Coordinate and manage GeoBase Portal content with AFCEC subject matter experts and data stewards
- Create, maintain, and improve data and geoprocessing services for all GeoBase enterprise users
