Who We Are:
Opportunities for Ohioans with Disabilities (OOD) is the state agency that empowers Ohioans with disabilities through employment, disability determinations, and independence. It is accomplished through its Bureau of Vocational Rehabilitation (BVR), Bureau of Services for the Visually Impaired (BSVI) and Division of Disability Determination (DDD). A fourth area is the Division of Employer and Innovation Services (EIS), which is responsible for establishing and maintaining partnerships with employers.
What We Do:
OOD works with partners in businesses, education, and non-profit organizations to facilitate customized employment plans for Ohioans with disabilities; helps Ohio companies recruit and retain employees with disabilities; and is the sole agency determining medical and vocational Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) programs in Ohio.

What does an External Auditor 3 do?
At OOD, an External Auditor 3:
- Independently or as part of team, conducts routine & complex financial & compliance audits of public & private recipients of federal funds and presents findings to stakeholders, responds to questions & concerns & prepares reports.
- Takes lead role on special audits & ad hoc projects as assigned.
- Is proficient in Microsoft Office (i.e., Excel, Word, Outlook).
- Reviews audit reports prepared by peers for accuracy, completeness & compliance with agency standards.
- Provides technical assistance & training to agency staff & stakeholders including researching the relevance & applicability of federal & state rules, regulations, policies & procedures.
- Performs internal testing of agency policies, procedures & processes as needed.
- Attends internal and external training & agency staff meetings.

Qualifications
Completion of undergraduate core coursework in accounting, business administration, computer science or related field AND 3 yrs. exp. in auditing or accounting which must have included 18 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 mos. exp. as audit team lead or auditor in charge.
-Or 5 yrs. exp. in auditing or accounting, which must have included 30 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 mos. exp. as audit team lead or auditor in charge.
-Or 12 mos. exp. as External Auditor 2, 66462.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
Knowledge of: Accounting & auditing procedures including conducting routine & non-routine audits, agency & state accounting systems (OAKS),* agency, state & federal laws, rules & procedures governing fiscal operations*, legal compliance requirements., public relations, office practice & procedures.
Skill in: Microsoft Office professional software (e.g. Word, Excel, Access), personal computer.
Ability to: Develop & present audit reports & findings, gather, collate & classify information about data, establish facts & draw valid conclusions, respond to sensitive inquiries from & contacts with other gov’t officials, cooperates with co-workers & staff, communicate effectively (to include verbal, written, & interpersonal communications, analyze working papers & audit reports for compliance.

Selection Process: Position(s) are filled through a two-part process, which consists of a computerized assessment and structured interview. . All parts of the assessment will be administered remotely at this time. Testing for this position is tentatively scheduled for the week of May 31, 2023.
