Vice President, Government Grants

Position Summary
The Vice President, Government Grants is a senior leader responsible for designing and executing a comprehensive government funding strategy to support Operation HOPE’s national growth and impact.
Reporting to the Chief Growth & Revenue Officer, this role leads the identification, pursuit, and management of federal, state, and local government funding opportunities, while ensuring operational excellence in grant execution, compliance, and reporting.
This position plays a critical role in diversifying revenue streams, scaling programs nationally, and aligning government funding with strategic priorities, including financial literacy, entrepreneurship, housing, and AI-enabled economic empowerment.
Key Responsibilities
Strategic Leadership & Revenue Growth
· Develop and execute a national government grants strategy aligned with Operation HOPE’s growth and impact goals
· Build and manage a robust pipeline of federal, state, and local funding opportunities
· Partner with executive leadership to align funding strategies with organizational priorities and expansion markets
· Drive revenue growth through government funding, including multi-year and large-scale awards
Government Relations & Partnerships
· Cultivate and maintain relationships with federal, state, and local agencies, as well as key public sector stakeholders
· Partner closely with the SVP of Government Relations to align advocacy, policy, and funding strategies
· Represent Operation HOPE in meetings, site visits, and external engagements to enhance visibility and funding opportunities
Grant Development & Proposal Management
· Lead the development of high-quality, compliant, and competitive grant proposals and RFP responses
· Oversee proposal strategy, narrative development, budget creation, and submission processes
· Collaborate with Finance, Programs, and Operations to ensure accurate budgets and program alignment
· Present opportunities through internal Deal Desk process for cross-functional vetting and approval
Grant Management, Compliance & Reporting
· Oversee the full lifecycle management of government grants and contracts, from award through closeout
· Ensure compliance with all federal, state, and local regulations and reporting requirements
· Partner with Finance and Program teams to monitor budget vs. actuals, forecasts, and performance metrics
· Lead funder communications, reporting, and audit readiness
Team Leadership & Cross-Functional Collaboration
· Lead and develop the Government Grants Manager, fostering a high-performance, collaborative team
· Serve as a key partner across Development, Finance, Programs, and Operations
· Provide training and guidance to program teams on grant compliance, reporting, and budget management
Research & Market Intelligence
· Identify emerging government funding trends, priorities, and opportunities
· Monitor federal and state funding landscapes, including Grants.gov and agency-specific pipelines
· Provide strategic insights to leadership on funding opportunities and risks
Qualifications & Experience
· Bachelor’s degree required; Master’s preferred (Public Administration, Public Policy, Nonprofit Management, Business, or related field)
· 5–8 years of experience in government grants, contracts, and public funding strategy
· Proven track record of securing and managing significant government funding
· Strong understanding of federal, state, and local grant compliance requirements
· Demonstrated leadership experience managing teams and cross-functional initiatives
· Exceptional writing, communication, and proposal development skills
· Experience with Grants.gov and government procurement systems
· Strong project management and organizational skills, with the ability to manage multiple priorities

WORK ENVIRONMENT & TRAVEL
· Hybrid work environment with occasional travel (approximately 20%) required for donor meetings, conferences, and events.
