Qualifications:
To qualify at the GS-10 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Purchasing commercial and non-commercial services, supplies, and maritime/naval engineering repair products for a federal or defense organization.
- Implementing simplified acquisition procedures by utilizing various methods of solicitation and various methods of purchase.
- Performing price analysis, reviewing independent government cost estimates (IGCE), validating market research, and selecting appropriate FAR clauses (including commercial item tailoring under FAR Part 12) to ensure audit-defensible awards.
- Guiding or mentoring procurement personnel through regulatory transitions, managing workload distribution, and performing quality control on simplified commercial contract files.
NOTE: Education cannot be substituted for experience at this grade level.

Responsibilities:
You will serve as a Purchasing Agent and be responsible for purchasing a wide variety of supplies and services from commercial and government sources throughout the United States for the Coast Guard Surface Force Logistics Center.

- Analyzing all procurement requests for adequacy, completeness, clarity, and funding.
- Reviewing various contracts to assure that Coast Guard items being procured are in accordance with the requirement and that the terms, conditions, and clauses are correct.
- Acquiring supplies and services to meet the needs of agencies or activities. Determining the appropriate procedures to use to obtain goods and services that will fill the requirements, meet the delivery schedule, provide the best price, and conform to acquisition regulations.
- Preparing solicitation to comply with regulations and ensure that the requirement for adequate competition is satisfied.
- Communicating effectively at all management/working levels with internal and external stakeholders both orally and in writing.
