Job Description

Position Summary:

The Capture Manager drives CRDF Global’s new business pursuits across the Security & Stabilization portfolio and supports capture efforts across the organization’s broader technical mission areas. This role is responsible for leading opportunity capture from identification through proposal submission, and coordinating technical, programmatic, and operational inputs to position CRDF Global for strategic wins.

The ideal candidate is a highly organized, proactive professional with strong experience in U.S. Government and international donor-funded capture and an understanding of security sector engagement and stabilization programming in complex environments.

Major Responsibilities:

 

Capture Leadership

  • Lead the capture lifecycle for priority opportunities—from identification and qualification through pre‑RFI, RFI, RFP, and proposal submission.

  • Develop and execute capture strategies that integrate client engagement, competitor intelligence, teaming, pricing, and solution development.

  • Work closely with the Portfolio Directors, BD Leads, and Technical Subject Matter Experts (SMEs) to align capture plans with CRDF Global’s strategic priorities.

  • Manage all capture documentation (gate materials, call plans, win themes, risk registers, teaming matrices, price-to-win analysis, etc.) and ensure compliance with internal governance reviews.

 

Customer and Partner Engagement

  • Cultivate relationships with key funding agencies (e.g., US State Department; Department of War; Global Affairs Canada; Foreign, Commonwealth, and Development Office, etc.) and local partners in focus regions.

  • Support pre‑solicitation discussions, customer shaping, and technical dialogues that position CRDF Global as a trusted, technically capable implementer.

  • Lead partner identification, vetting, and teaming negotiation, ensuring balanced roles, competitive pricing, and complementary strengths.

 

Cross-Portfolio Support

  • Provide capture support to other CRDF Global portfolios (Threat Reduction, Digital Resilience), adapting approaches to diverse technical and geographic markets.

  • Promote consistency and reuse of capture best practices, tools, and metrics across portfolios.

  • Collaborate with program delivery teams to leverage ongoing program assets, lessons learned, and client connections in pursuit strategies.

 

Integrated BD and Capture Responsibilities

  • Maintain an integrated view of the security and stabilization pipeline, tracking opportunities from early shaping through capture and proposal submission.

  • Partner with program leaders to regularly review and qualify opportunities, and prioritize based on strategic fit and win probability.

  • Plan and coordinate solution, capture, and proposal resources (technical SMEs, writers, pricing, program staff) to support pursuits without overloading enterprise and program resources.

  • Lead opportunity captures, including call plans, solution themes, and competitive positioning.

  • Lead gate reviews with clear articulation of client needs, shaped requirements, solution concepts, and how existing CRDF Global capabilities will be leveraged.

  • Lead the technical thread in proposals, integrating inputs from program SMEs and ensuring consistency between solution, staffing past performance, and management approaches.

 

Market Intelligence and Pipeline Management

  • Track and refine the portfolio pipeline in partnership with Portfolio Leads and BD Operations.

  • Conduct competitor and market analyses to identify trends, pricing benchmarks, and partnership opportunities.

  • Maintain up-to-date intelligence on donor priorities, budget trends, and acquisition forecasts relevant to CRDF Global’s mission areas.

  • Monitor and report on capture KPIs (e.g., qualified pipeline coverage, gate compliance, win rate, and capture ROI).

Qualifications and Minimum Requirements:

Required Skills and Experience

  • Proven track record leading federal BD/capture/proposal efforts in security & stabilization; understanding of DoS, DoW and or civilian agency requirements and acquisition processes.

  • Strong skills in requirements analysis, concept development, solution outlining, and producing technical volumes, diagrams, and staffing/risk approaches that are both compelling and executable.

  • Experience leading front-end client engagement, including discovery sessions, whiteboarding, and pre-RFI/RFP conversations that shape requirements and position the organization as a trusted advisor.

  • Ability to quickly understand client missions and constraints, then translate them into solution roadmaps and clear narratives

  • Strong facilitation skills to lead capability deep dives, internal workshops, and cross-functional solution teams that include BD, programs, technologists, and partners.

  • Familiarity with pipeline management, forecasting, and opportunity qualification in tools such as Salesforce, GovWin, or similar platforms.

  • Ability to plan and coordinate solution and proposal resources, balance capture needs against delivery realities, and highlight capability gaps that drive hiring or partnering decisions.

  • Demonstrated ability to manage stakeholders, lead cross-functional solution teams, and present technical concepts to non-technical audiences.

 

Desired Qualifications

  • Bachelor’s degree (or higher) in business management, computer science, engineering, information systems, or a related field.

  • 10 years’ experience architecting federal solutions in security sector or adjacent with experience in international markets

  • Willingness to travel (domestic and international) to support clients, captures, and key market events.

  • Active security clearance or eligibility to obtain one preferred.
