The Senior HR Consultant provides strategic leadership and hands‑on support across all human resources functions within the home healthcare environment. This role ensures compliance with state and federal regulations, strengthens workforce performance, and supports the agency’s mission to deliver high‑quality, compassionate in‑home care. The Senior HR Consultant serves as a trusted advisor to leadership, guiding decisions related to staffing, employee relations, compliance, and organizational development.
Key Responsibilities:
1. HR Strategy & Leadership
- Develop and implement HR strategies that support agency growth, caregiver retention, and operational efficiency.
- Advise executive leadership on workforce planning, staffing models, and organizational structure.
- Lead initiatives to improve employee engagement, workplace culture, and performance outcomes.
2. Recruitment & Talent Acquisition
- Oversee full‑cycle recruitment for caregivers, nurses, administrative staff, and leadership roles.
- Ensure hiring practices meet home healthcare regulatory requirements, including background checks, credential verification, and competency assessments.
- Build pipelines for high‑quality caregivers through community partnerships, job fairs, and targeted outreach.
3. Compliance & Regulatory Oversight
- Maintain compliance with federal, state, and local labor laws, including FLSA, FMLA, ADA, and OSHA.
- Ensure adherence to home healthcare–specific regulations, including caregiver training, documentation, and credentialing requirements.
- Conduct internal audits and prepare for external inspections or accreditation reviews.
4. Employee Relations & Conflict Resolution
- Serve as the primary point of contact for employee relations issues, investigations, and disciplinary actions.
- Provide coaching to supervisors and managers on performance management and conflict resolution.
- Promote a fair, respectful, and supportive work environment for all staff.
5. Training & Development
- Develop and oversee onboarding programs for caregivers and administrative staff.
- Coordinate ongoing training to ensure compliance with state-mandated in‑service requirements.
- Identify skill gaps and recommend professional development opportunities.
6. Policy Development & HR Operations
- Create, update, and enforce HR policies, employee handbooks, and standard operating procedures.
- Manage HR systems, personnel files, and documentation in accordance with HIPAA and confidentiality standards.
- Oversee compensation reviews, benefits administration, and workforce analytics.
Qualifications
- 2 years of progressive HR experience, with at least 2 years in healthcare or home care strongly preferred.
- Strong knowledge of home healthcare regulations, caregiver credentialing, and compliance requirements.
- Professional HR certification (PHR, SPHR, SHRM‑CP, SHRM‑SCP) preferred.
- Excellent communication, leadership, and problem‑solving skills.
- Ability to manage sensitive situations with discretion and professionalism.
