We are looking for an experienced Senior Technical Program Manager (Sr. TPM) to lead program governance, performance management, and execution oversight for a large-scale ERP transformation program at a utility. This role supports a complex, multi-workstream enterprise initiative, providing structure, insight, and leadership across program management, PMO operations, performance reporting, and integrated schedule management.

Key Responsibilities
- Program Governance & PMO Leadership.
- Provide oversight of PMO processes, ensuring alignment to program goals, quality standards, methodologies, and compliance requirements.
- Assess the current PMO operating model and deliver recommendations to strengthen governance, program delivery discipline, and cross-workstream integration.
- Conduct ongoing PMO health evaluations and deliver monthly scorecards highlighting performance trends, risks, issues, and leadership insights.
- Program Performance Tracking & Reporting.
- Design, refine, and operationalize program performance scorecards, dashboards, KPIs, and reporting standards.
- Review and improve executive-level program status communications to ensure accurate, clear, and actionable representation of release-level performance.
- Provide evaluation and recommendations based on reviews of program deliverables, governance processes, and adherence to SDLC or delivery methodologies.
- Tools, Standards, and Best Practices.
- Evaluate existing program/project management tools, templates, standards, and mechanisms.
- Recommend and implement improvements that enhance governance, reporting, performance monitoring, and operational consistency.
- Support continuous improvement of PMO practices, workflows, and delivery frameworks.
- Integrated Program Schedule Management
- Assess the existing integrated program schedule for completeness, clarity, and dependency accuracy.
- Recommend improvements to the scheduling model, level of detail, and mechanisms for tracking program impacts.
- Maintain or, if necessary, develop an enhanced integrated schedule that provides clear visibility across all workstreams and change impacts.
- Program & Project Management Support.
- Provide hands-on delivery leadership in a highly complex, multi-workstream environment.
- Partner closely with business stakeholders, technical teams, and System Integrator resources to ensure program alignment and decision-making acceleration.
- Support risk/issue management, dependency tracking, change control, milestone governance, and program communications.
- 10 years of experience in Technical Program Management or Enterprise Program Management.
- Proven experience leading PMO operations for large-scale ERP or enterprise platform transformations (SAP, Oracle, Workday, etc.).
- Strong understanding of Software Development Life Cycle (SDLC) and IT delivery methodologies (waterfall, agile, hybrid).
- Deep expertise in integrated project/program schedule development using MS Project, Primavera, or similar tools.
- Strong analytical capabilities and proficiency with MS Excel and reporting tools.
- Demonstrated ability to evaluate PMO health and implement governance and operational improvements.
- Experience working with or overseeing System Integrators in complex enterprise environments.
- Experience in regulated industries such as utilities, energy, financial services, or the public sector.
- Exposure to organizational change management (OCM) or enterprise operating model evolution.
- Professional certifications such as PMP, PgMP, SAFe, or equivalent.
