What are the responsibilities and job description for the Mid-Level ESC/SWM Inspector position at ONE Environmental Group?
JOB SUMMARY
The Mid-Level Erosion and Sediment Control (ESC)/Stormwater Management (SWM) Inspector ensures construction sites primarily in Virginia (but not limited to) comply with federal, state, and local ESC/SWM regulations, particularly those enforced by the Virginia Department of Environmental Quality (DEQ) and VDOT ESC policies. Works closely with clients, contractors, developers, and government entities to verify plan implementation and achieve environmental protection standards.
ESSENTIAL JOB FUNCTIONS
Job functions include, but are not limited to:
- Conduct Routine Inspections: Perform regular and follow-up site inspections to confirm compliance with approved ESC/SWM plans, the Virginia ESC/SWM Law and Regulations, and site-specific General Virginia Pollutant Discharge Elimination System (VPDES) Permits for Discharges of Stormwater from Construction Activities.
- Serve as a duly authorized representative and ensure compliance/maintain Stormwater Pollution Prevention Plans (SWPPP) in accordance with site-specific General Virginia Pollutant Discharge Elimination System (VPDES) Permit for Discharges of Stormwater from Construction Activities.
- Document Conditions & Violations: Use mobile data collection software and inspection protocols to accurately record site conditions, noncompliance issues, and corrective actions.
- Plan Review & Interpretation: Interpret ESC/SWM plans; assist in reviewing plan revisions for compliance.
- Stakeholder Communication: Coordinate with client team members for enforcement coordination and technical guidance.
- Junior Inspector Support: Mentor and train entry-level inspectors in field procedures and compliance standards.
- Continuing Education and Regulatory Updates: Maintain current inspector certifications and status. Stay current on Virginia ESC/SWM regulations, BMP best practices, as well as changes to state guidance, regulations, and permit updates (e.g., Virginia Stormwater Management Handbook).
- Record-Keeping: Maintain DEQ-mandated records of inspections, enforcement actions, certifications, and correspondence as well as any other client needs
- Comply with company and client policies and procedures.
- Demonstrate commitment to the company culture and vision.
COMPETENCIES
- Familiarity with Virginia ESC/SWM regulations (DEQ, EPA NPDES stormwater permit, Chesapeake Bay Preservation Act)
- Proficiency in field inspection software and mobile data collection
- Comfortable reading SWPPPs and maps
- Strong written and verbal communication
- Ability to mentor junior staff and collaborate with multiple agencies
- Strong time management and self sufficiency skills
- Organizational and planning skills
- Teamwork Orientation
QUALIFICATIONS
Required Education and Experience
- Associate’s or bachelor’s degree in environmental, engineering, or scientific discipline
- 2 – 5 years experience performing ESC inspections in Virginia
- Current ESC &SWM Inspector certification, Dual Inspector certification, or a Construction General Permit Qualified Personnel Certificate issued by DEQ or VDOT
Additional Eligibility Qualifications
- Must pass preemployment drug test, background check, and must have a satisfactory driving record
- A valid driver's license is required
- Flexibility to work outside normal business hours as required
Travel
- Some overnight travel may be required, but not anticipated to exceed 50%
- Willingness to travel and work on out-of-state projects
