Position Summary

The Project Planning Analyst will provide analytical, tracking, and coordination support to programs, both existing and under development. The analyst provides support to program managers responsible for Oncor’s system capacity, maintenance, and automation programs as well as ad hoc initiatives and other analytics-focused assignments. This position will be responsible for the research, planning, design, and review of necessary applications to track and evaluate the progression of each program, and supporting functions within the Distribution Program Management Office.     

As a Project Planning Analyst working within our Transmission Program Management Office (TPMO), Financial Analysis at Oncor, you’ll be responsible for analyzing multiple budget years, developing and documenting project controls and analysis, and preparing reports on capital Transmission projects for various organizations. 

Oncor’s TPMO holds responsibility for strategic long-range planning, execution and management oversight of various transmission capital projects. The primary responsibilities of the TPMO are project coordination, scheduling and resourcing oversight, budget forecasting and management, information streamlining, and internal/external reporting.

 

Key Roles & Responsibilities

Specific to Associate:

  • Assist with providing analytical support of Transmission Capital project budget for the Program Controls Manager, other TPMO Program Managers and PMO’s strategic partners.
  • Assist with preparation and delivery of financial projections and reports, across multiple years, for various organizations.
  • Assist others by proactively monitoring a portfolio of released transmission projects providing budget and schedule information and identify risks to on-budget/on-schedule completion.
  • Support the efforts to developing internal controls and establishing processes that enhance visibility into, and improve accuracy of, cost accounting and estimating.
  • Support coordination with internal and external work groups to obtain necessary data to support project analysis and issues resolution
  • Partner with the Program Controls scheduling group to manage cross functional tasks, for example, cost/resource loading of schedules.
  • Promote best practices by continuously evaluating methods, techniques and tools used to fulfill the financial tracking needs of the Transmission organization.
  • Utilize analysis tools to translate large quantities of data into actionable information that is suitable for use by various work groups and supports the Transmission Capital Program goals.
  • Performs all essential aspects and functions of the job as well as any other specific job requirements.

    Specific to Analyst:

    • Provide analytical support of Transmission Capital project budget for the Financial Analyst Manager, other TPMO Program Managers and PMO’s strategic partners.

    • Coordinate with internal and external work groups to obtain necessary data to support project analysis and issues resolution.
    • Assist others by proactively monitoring a portfolio of released transmission projects and identifying risks to on-budget/on-schedule completion.
    • Promote and develop best practices by continuously evaluating methods, techniques and tools used to fulfill the financial tracking needs of the Transmission organization.
    • Utilize analytical tools to translate large quantities of data into actionable information that is suitable for use by various work groups and supports the Transmission Capital Program goals with minimal direction.
    • Ability to draw conclusions with minimal direction.
    • Responsible for a major construction vendor for monthly accruals.
    • With minimal direction prepare explanations for month-to-month variances.
    • Providing support on Transmission Cost of Service (TCOS) projections and monitoring ongoing risk with minimal direction.
    • Performs all essential aspects and functions of the job as well as any other specific job requirements. 

     

    Skills 

    For both roles:

    • Understanding of accounting principles such as: Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley Act (SOX), and General Ledger.
    • Strong written/verbal communication and interpersonal skills
    • Capable of working with people of diverse backgrounds and varying levels of experience
    • Must have organizational and multi-tasking skills to effectively manage large volumes of work

    Specific to Associate

    • Ability to support development and analysis of various capital budgeting reports and summaries

    Specific to Analyst: 

    • Ability to create and analyze various capital budgeting reports and summaries.

     

      Education and Experience

      For both roles:

      • High school diploma, GED or equivalent is required.

      Specific to Associate

      • Applicants with a college degree are encouraged to apply.
      • Applicants with experience in data, financial or technical analysis are encouraged to apply.

      Specific to Analyst:

      • 2 years of experience in data, financial, or technical analysis is required.
      • Individuals with experience in the Alteryx suite of tools are encouraged to apply.
      • Must be proficient with Microsoft Office suite including Outlook, Excel, Word and Power Point.
