Summary

The Regional Security Manager is responsible for executing Oncor’s Corporate Security (physical) program across a defined geographic region. This role ensures the protection of critical infrastructure, substations, field assets, and personnel through the application of enterprise security standards, risk-based controls, and operational discipline.

This position requires an autonomous professional who can translate enterprise security strategy into field execution in a geographically dispersed, high-risk critical infrastructure environment. The successful candidate will be required to be based out of West Texas and when not conducting field work, the primary reporting location for this position will be our office in Odessa.

Key Roles & Responsibilities

  • Execute enterprise physical security strategy across the assigned region, ensuring alignment with corporate standards and risk tolerance for critical grid infrastructure.
  • Lead or co-lead regional physical security operations including:
  • Risk Assessments
  • Investigations
  • Incident Response
  • Site Surveys
  • Vendor Relationships
  • Law Enforcement Liaison
  • Conduct risk and vulnerability assessments across T&D infrastructure
  • Develop and implement layered security controls appropriate for utility environments, including remote and unmanned sites
  • Ensure compliance with applicable regulatory and industry frameworks, including:
  • NERC CIP physical security requirements
  • Internal corporate security policies and standards
  • Lead regional incident response for physical security events, including:
    • Intrusions, vandalism, and theft
    • Sabotage or targeted attacks
    • Coordination with Enterprise Security & Resilience Center (ESRC)
    • Incident reporting and corrective actions
  • Monitor and assess regional threat environment and adjust posture accordingly
  • Oversee security technology deployment and operations, including:
    • Access control systems (ACS)
    • Video surveillance (CCTV, analytics)
    • Intrusion detection systems
  • Partner with engineering, operations, and capital projects teams to ensure security-by-design for:
    • New substations and infrastructure builds
    • Grid modernization projects
    • Hardening of existing assets
    • Manage and optimize third-party security vendors, including guard services, system integrators, and maintenance providers
      • Define and enforce SLAs and performance KPIs
    • Develop and maintain regional procedures, response protocols, and site-specific security plans
    • Build and maintain relationships with:
      • Local, state, and federal law enforcement
      • Fusion centers and intelligence-sharing groups
    • Lead regional security awareness efforts targeting field personnel, operators, and contractors
    • Develop, monitor, and report on regional metrics, including:
      • Security incidents at substations and facilities
      • Response times and law enforcement coordination
      • Technology health and effectiveness
      • Vendor performance
    • Provide regional input into executive-level reporting, including risk trends, mitigation progress, and emerging threats
      • Act as a change agent to elevate physical security maturity in a traditionally operational field environment
      • Build strong cross-functional partnerships
      • Perform all essential functions and other duties as assigned
      • Travel within Texas is required, approximately 50–60%, including frequent visits to remote field locations
    Education & Experience

    • High school diploma, GED, or equivalent is required
    • Bachelor’s degree is encouraged to apply
    • 7 years in physical security, law enforcement, military, or critical infrastructure protection is required
    • 5 years managing multi-site or regional security operations is encouraged to apply
    • Experience responding to or managing incidents impacting operational resilience
    • Strong vendor management experience across guard force and electronic security systems providers

    Skills

    • Deep understanding of physical security application in critical infrastructure environments
    • Ability to assess and prioritize risk across large geographic territories
    • Strong operational leadership in dynamic, field-based environments
    • Effective coordination with operations during high-impact events (storms, outages, attacks)
    • Strong communication and stakeholder influence skills across technical and non-technical groups
    • Analytical mindset with ability to translate incident data into actionable improvements
    • Experience with physical security systems in harsh or remote environments
    • Crisis leadership and decision-making under pressure
    • Strong organizational and execution discipline

    • Establish and maintain strong relationships with Law Enforcement partners
    • Demonstrated improvement in overall physical security maturity across the region

    Physical Requirements

    This role includes both office-based work and frequent field activity across a geographically dispersed region. The individual must be able to perform the essential job functions listed below:

    • Travel extensively (approximately 50–60%) within the assigned region, including driving long distances and accessing remote or rural locations. Focus of this will mainly be West TX
    • Conduct site visits and inspections at substations, field facilities, and other operational environments
    • Walk and stand for extended periods and navigate uneven terrain, including gravel, dirt, and undeveloped surfaces
    • Work outdoors in varying environmental conditions, which may include extreme heat, cold, wind, or precipitation
    • Lift, carry, push, and/or pull materials and equipment weighing up to 40 pounds
    • Perform physical movements such as bending, stooping, kneeling, reaching, and climbing as necessary to complete site assessments and inspections

    Maintain situational awareness and the ability to safely operate in active industrial and field environments.
