Job Title: Community Development Funding Consultant
Job Summary
We are seeking an experienced and passionate Community Development Funding Consultant to lead funding initiatives that support nonprofit and for-profit organizations in affordable housing, workforce development, and community revitalization. This role is ideal for a dynamic strategist with strong grant writing expertise, deep knowledge of funding landscapes, and a commitment to driving long-term community impact.
Key Responsibilities
Grant Writing & Resource Development
- Research, identify, and pursue funding from federal, state, local, and philanthropic sources.
- Write and submit compelling, mission-aligned grant proposals to advance community development goals.
- Maintain organized records of application deadlines, submission timelines, reporting schedules, and funder communications.
Strategic Funding Planning
- Design and implement multi-source funding strategies for affordable housing projects, small business development, education, and economic mobility initiatives.
- Conduct financial and impact analyses to inform capital development strategies.
- Assist clients in aligning funding models with mission-driven outcomes and measurable results.
Stakeholder Engagement & Outreach
- Develop and execute communication and outreach plans to enhance program visibility and stakeholder engagement.
- Utilize tools such as Salesforce, Constant Contact, and other CRM platforms to manage outreach, reporting, and funder relations.
- Cultivate strategic partnerships with municipalities, foundations, and private sector leaders to support cross-sector collaborations.
Nonprofit Development & Compliance
- Provide technical assistance on nonprofit formation, strategic planning, and operational compliance.
- Guide clients on implementing best practices in nonprofit management, governance, and capacity building.
Events & Public Awareness Campaigns
- Coordinate community events, donor briefings, and stakeholder meetings to increase engagement and transparency.
- Support public relations and media efforts to showcase organizational impact and attract investment.
Volunteer & Partner Coordination
- Build partnerships with grassroots organizations, service providers, and civic groups.
- Recruit and manage volunteer networks to support community-based implementation and advocacy efforts.
Must Have ExperienceFederal, State & Local Public Funding
- Federal Home Loan Bank (FHLB) Affordable Housing Program (AHP) — including competitive application strategy, project underwriting, and post-award compliance.
- HUD Programs (Housing & Community Development) — including HOME, CDBG, ESG, Section 8, Section 108, Choice Neighborhoods, and CDBG Public Services funding.
- Pennsylvania Department of Community & Economic Development (DCED) — experience across capital, programmatic, and operational grants, including Neighborhood Assistance Program (NAP), Keystone Communities, Workforce Development, and Community Development Block Grant initiatives.
- Pennsylvania Housing Finance Agency (PHFA) — LIHTC, PennHOMES, PHARE, Housing Trust Fund, and supportive housing and housing stability program grants.
- Redevelopment Assistance Capital Program (RACP) — capital funding experience, including application preparation, budgeting, and compliance.
- USDA Rural Development Programs — Section 515, Section 538, Community Facilities, and community-based program grants serving rural populations.
- Neighborhood Stabilization Program (NSP) — housing redevelopment paired with neighborhood revitalization and resident-serving programs.
Banking, CRA & Financial Institution Grants
- Community Reinvestment Act (CRA) & Bank-Supported Program Grants — structuring both capital investments and programmatic funding with institutions such as:
- PNC Bank
- Truist
- Fulton Bank

- Regional and community banks supporting education, workforce development, health, and housing stability programs

Qualifications
- 10–15 years of experience in grant writing, community development, or nonprofit funding consulting.
- Proven success in securing grants or capital from HUD, CDBG, FHLB, DCED, PHFA, private foundations, and corporate sponsors.
- Strong written, analytical, and project management skills.
- Knowledge of community development practices, affordable housing, or workforce initiatives preferred.
- Proficiency in Salesforce, Google Workspace, Microsoft Office, and communication platforms.
- Bachelor’s degree in Public Policy, Urban Studies, Nonprofit Management, or related field preferred.
