The ideal Candidate hired will be under the general direction of the Budget and Grants Manager, the Financial Analyst will perform accounting, financial analysis, financial reporting, and administrative tasks, with a strong emphasis on operating and capital budget planning, preparation, execution, and presentation. The role also includes responsibility for grant tracking, allocation, reporting, and project funding. In collaboration with project managers and other team members, the analyst will support the implementation and monitoring of grants, progress reporting, and the completion of grant closeouts. The position involves identifying, monitoring, analyzing, and reconciling budget variances, as well as tracking project expenses and cash flows across multiple grants for billing and Single Audit purposes. This role requires a thorough understanding of budget development and support, grant management and reporting—preferably with experience in Federal Transit Administration (FTA) grants—as well as general accounting and financial principles.
  • Prepare and present detailed budget reports, conduct cost-benefit analyses, and monitor expenditures to ensure alignment with organizational financial goals.
  • Create annual budgets, consolidate departmental estimates, and provide strategic recommendations to management and stakeholders.
  • Analyze financial statements to identify trends, opportunities for cost savings, and areas for operational improvement.
  • Ensure that budgets and expenditures comply with internal policies, state statutes, and applicable federal or state grant regulations.
  • Prepare and communicate clear financial reports and updates on budget status, funding requests, and grant activities to internal and external stakeholders.
  • Identify, research, and communicate grant opportunities to relevant agency staff.
  • Support the development, preparation, and submission of grant applications; monitor application status and maintain communication with appropriate staff.
  • Oversee the full grant lifecycle, including pre-award, award, and post-award activities:
    • Research funding opportunities and develop application materials.
    • Advocate for funding, negotiate terms, and ensure timely processing and approvals.
    • Manage awarded projects and monitor compliance.
  • Develop, implement, and maintain grant management procedures; train staff in grant-related policies and best practices. 
  • Ensure grant-related activities comply with Federal, State, local, and agency-specific requirements.
  • Lead the preparation of financial information and documentation required for grant proposals and funding requests. 
  • Prepare and maintain grant activity reports, including drawdown requests, monthly reconciliations, and quarterly status reports; reconcile subsidiary and general ledgers.
  • Work with agency leadership to develop and maintain short- and long-term financial plans and forecasts. 
  • Conduct special studies and complex financial analyses; provide recommendations on policy, procedures, and internal controls. 
  • Interpret and ensure compliance with financial policies, government regulations, accounting standards, and grant requirements.
  • Evaluate financial and operational data, including financial statements and operating records, to assess performance and inform strategic decisions. 
  • Respond to inquiries from internal and external stakeholders regarding financial and grant matters; act as liaison to other departments, regulatory bodies, auditors, and financial institutions. 
  • Assist in preparing financial studies, forecasts, and reports related to budgets, financial plans, government compliance, and business operations.
  • Conduct economic analyses on topics such as rate of return, depreciation, working capital requirements, investment performance, and the impact of government regulations.

EDUCATION and/or EXPERIENCE
Bachelor’s degree (BA) from a four-year college or university in accounting, finance, public administration, business administration or a related field; and three years of related experience and /or training in finance, budget preparation, grants administration, contract administration or project accounting; or an equivalent combination of education and experience. Must be familiar with current business operating systems, software, and programs.

OTHER SKILLS AND ABILITIES
  • Ability to work independently and be a proactive problem solver.  
  • Ability to establish and maintain effective working relations with staff and external agencies.  
  • Ability to analyze complex financial issues and recommendations.
  • SAP experience preferred.
  • Knowledge of Federal Transit Administration (FTA) preferred.
Selection Process
 
Candidates will be screened for relevant qualifying experience that consists of an evaluation of education and experience. The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations. All employment offers are contingent upon successful completion of a pre-employment physical exam, including a drug test, and a criminal background investigation, which will include Live Scan fingerprinting.
