Position Summary
The CVN Services Strategic Oversight Manager provides forward-thinking strategic oversight of all aircraft carrier (CVN) services and logistics operations in support of COMNAVAIRPAC. This position ensures the CVN force remains ready to fight and win across contested and non-contested environments in alignment with the Navy’s evolving force generation and Forward Deployed Naval Force (FDNF) models.
As the CVN force transitions to a forward-deployed posture, the Strategic Oversight Manager plays a critical role in planning, coordinating, and delivering sustainment, logistics integration, and service execution to support carrier strike group readiness, deployment schedules, and long-term sustainment objectives.
Key Responsibilities
- Provide strategic oversight of CVN services and logistics operations supporting aircraft carrier platforms and carrier strike group missions
- Lead the development, review, and revision of policies and procedures governing all CVN services
- Direct and oversee the services contract support workforce conducting CVN training, assessments, and inspections
- Develop and present executive-level briefings and reports to senior leadership on training effectiveness, assessment outcomes, inspection results, and improvement initiatives
- Provide strategic guidance across service-related functions, including material inventory management, supply databases, and requisition procedures
- Align CVN services strategies with broader operational, sustainment, and logistics plans across the Department of the Navy, DoD, and other government agencies
- Plan, manage, and evaluate end-to-end logistics functions, including supply chain management, maintenance support, transportation, and lifecycle sustainment
- Ensure logistics activities align with operational schedules, maintenance availabilities, deployment timelines, and mission readiness requirements
- Lead risk management efforts related to logistics operations, including material availability, obsolescence, and operational disruptions
- Support audits, inspections, readiness assessments, and strategic reviews related to aircraft carrier logistics and services programs
- Provide expert advice and recommendations to senior military and civilian leadership regarding CVN services execution and sustainment strategies
Required Qualifications
- Extensive experience in Aircraft Carrier Naval Logistics Operations
- Demonstrated senior-level experience overseeing logistics or services programs within the U.S. Navy
- In-depth knowledge of carrier strike group operations, CVN maintenance cycles, and deployment logistics
- Strong understanding of Navy supply systems, sustainment strategies, and lifecycle logistics
- Proven leadership, analytical, and decision-making capabilities
- Excellent written and verbal communication skills, including experience briefing senior leadership
- Active Secret Security Clearance
- Willingness and ability to travel as required
- Bachelor’s degree in Logistics, Supply Chain Management, or a related field
Preferred Qualifications
- Minimum of 10 years’ experience supporting aircraft carrier programs at the fleet, shipyard, or program office level
- Minimum of 10 years’ experience aboard CVNs in supply or logistics roles
- Familiarity with Navy logistics systems, readiness reporting tools, and maintenance planning systems
- Background in strategic planning, operational readiness, or lifecycle sustainment
- Experience supporting deployed or forward-based naval operations
