Description:
We are seeking a highly skilled Legislative Affairs and Policy Analyst to provide comprehensive support for legislative monitoring, policy analysis, and strategic communication. This position is contingent upon contract award.
This role serves as a key resource for tracking congressional activity, preparing high-level briefings, and translating complex scientific and programmatic information for internal and external stakeholders. The successful candidate will be a proactive researcher and writer capable of supporting the organization’s engagement strategy with legislative bodies and senior management.
Key Responsibilities
- Monitor, track, and analyze legislative proposals and actions daily, providing technical feedback and research to support organizational policy initiatives.
- Draft responses to inquiries from legislative staff, research services, and oversight bodies, and assist in preparing testimony and responses to questions for the record.
- Prepare high-quality presentation materials, fact sheets, and narratives that translate complex programmatic and budgetary data for non-scientific audiences.
- Support the annual budget process by drafting and vetting potential questions and answers to ensure consistent messaging.
- Assist in the development and execution of annual legislative communication plans and maintain active logs of congressional engagements.
- Conduct quarterly assessments of the impact of new or revised legislation on organizational operations and policy priorities.
- Serve as a subject matter expert, providing training on congressional procedures and communication protocols to internal program and laboratory staff.
- Maintain a deep understanding of organizational services and activities to provide effective, informed support to leadership.
- Meet regularly with internal stakeholders to establish priorities, assess performance, and align communication strategies with organizational goals.
- Assist with the planning and execution of congressional site visits, including on-site logistical and communications support.
- Bachelor’s degree in environmental studies, marine affairs, marine biology or related.
- Minimum of 4 years of demonstrated experience in legislative affairs, policy analysis, or government relations within a NOAA mission-driven environment/contract.
- Exceptional ability to distill complex technical/scientific information into clear, persuasive, and accurate materials for diverse audiences.
- Strong understanding of the legislative process, including how to monitor bills, track congressional actions, and prepare formal briefing packages.
- Ability to analyze budget data and programmatic impacts, connecting them to high-level policy initiatives.
- Ability to interact effectively with senior leadership and external stakeholders with a high degree of discretion and professionalism.
- Capacity to manage multiple competing deadlines in a fast-paced "quick response" environment.
- Excellent verbal communication and training skills, with the ability to explain complex congressional procedures to non-experts.
- Willingness and ability to travel as needed to support congressional engagements and training sessions.
