Full salary range $37.76 to $63.07.
Bachelor’s degree from an accredited college or university in finance, business administration, public administration, or closely related field and four (4) years of experience in a similar position as listed in the work functions.
OR
Master’s degree from an accredited college or university in finance, business administration, public administration, or closely related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to eight (8) years of experience in a similar position as listed in the work functions.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Desirable Qualifications:
Licensed design professional in architecture, landscape architecture, mechanical design, electrical design or ability to obtain licensure within 3 years.
Under supervision, provides general direction to the department in capital facilities planning, design, construction, and renovation of County buildings. Coordinates status reporting and ensures stability of Facilities and Building Operations construction projects. Manages projects and coordinates the implementation of new solutions that involve team members from across all areas of the enterprise, vendors, external agencies, and partners and uses best practices to ensure deliverables.
- Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
- Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
- Leads the planning, preparation and management of the capital improvement program, long range space plan, facility condition assessment and project scope development.
- Develops and designs creative solutions to space need challenges and defines requirements, tasks, issues, work plans, budgets, risk analysis, change management, and overall project control and coordination.
- Manages Facilities and Building Operations construction projects including interpreting work requirements, developing project plans, directing, and monitoring progress, identifying resource needs, reviewing quality and escalating issues as appropriate. Acts as liaison between project owners, sponsors, vendors, and contractors and ensures effective communication across the project team. Assigns construction management work.
- Ensures adherence to organizational and Facilities and Building Operations policies, procedures, and department requirements. Establishes and implements project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to quality standards, and meet customer expectations.
- Recommends and implements system and process improvements.
- Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer.
- Considerable knowledge of planning and project management methodologies, including research, project design, programming, decision making techniques, site analysis, facility design and architectural design principles.
- Considerable knowledge and expertise in resource management practices and change management techniques.
- Considerable knowledge in development and coordination of various types of complex projects including long-range and short-range capital and space planning.
- Considerable knowledge in creating, maintaining, and executing effective project work plans, creating, and interpreting construction plans and specifications and coordination of work activities.
- Knowledge of building structures and construction management.
- Skill in the use of computers, technology, and programs (i.e., Microsoft Excel, Bluebeam, AutoCAD, Revit, GIS).
- Skill in communicating effectively and fostering communication among team members from all areas of the enterprise, vendors, external agencies, and partners, using written and oral communication skills.
- Skill in construction project management.
