Master’s degree from an accredited college or university in public health, biological science, nursing, statistics, or related field and four (4) years of experience in a public health or medical setting, with three (3) of those years in a leadership or supervisory role.
OR
Bachelor’s degree from an accredited college or university in public health, biological science, nursing, statistics, or related field and five (5) years of experience in a public health or medical setting, with three (3) of those years in a leadership or supervisory role.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.Under general direction, plans and directs public health work through the Olmsted County Public Health Services department (OCPHS) both internally and in collaboration with other counties and community partners. Leads the development and implementation of public health objectives, policies, plans and programs. Assists with state and local policy development, strategic planning, community engagement, and implementation of program activities. Oversees wellness and staff development efforts for the department. Acts in the absence of the director as required and acts as a spokesperson for Public Health Services. Leverages the strengths of team members, clarifies roles and responsibilities, and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.
  • Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
  • Leads the development and implementation of community-wide health strategies in coordination with internal staff as well as leaders in a variety of partner organizations.
  • Oversees the management of program areas and budgets.   
  • Attends and participates in meetings at federal, state and county levels. Represents Olmsted County Public Health in a variety of organizations addressing community health.
  • Assists with the Incident Command Structure (ICS) during emergency response exercises and real events.
  • Conducts and oversees special projects.
  • Oversees the development and implementation of department wellness and staff development initiatives.
  • Directs the development and oversight of contractual and purchase of service agreements with public and private vendors.
  • Supports the department during disease outbreaks and emergency situations that may require non-standard work hours including evenings, weekends, and holidays.
  • Performs related duties as assigned.
  • Thorough knowledge of Federal, State and County structure related to the public health system.  
  • Thorough knowledge of public health theory, practice, and policy development.
  • Knowledge of state and county legislative procedures.
  • Knowledge of strategic planning, project management, data collection, analysis, and continuous improvement.
  • Knowledge of budget management including the management of human and fiscal resources.
  • Knowledge of our community and community resources.
  • Skill in the use of computers and technology.
  • Skill in effective verbal and written communication, including presentations.
  • Skill in resolving problems.
  • Ability to manage resources.
  • Ability to organize effectively and efficiently.
  • Ability to establish and maintain effective relationships with others.
  • Ability to effectively collaborate with county and community partners to provide coordinated services.
  • Ability to pursue health equity in all policies and work the county performs.
  • Ability to support a quality improvement culture by growing knowledge, identifying performance improvement opportunities, and implementing continuous improvement initiatives.
