What are the responsibilities and job description for the Planning Board Secretary/Zoning Officer position at Oldmans Township?
Serves as communication liaison to Planning Board, Planning Board Attorney and Planning Board Engineer, as well as local government officials. Exercises judgment in determination of various day-to-day problems/issues regarding Planning Board applications. This is a part-time job requiring attendance at monthly evening meetings, as well as being accessible to the public and Planning Board members for plan review and submittal of applications.
Maintain custody of all minutes and Planning Board applications.
Maintain receipt of service of legal documents.
Prepare agendas for Planning Board meetings.
Attend all regular and special Planning Board meetings.
Maintain and keep new members of Planning Board aware of Rules of Order for conducting meetings.
Keep an official record of the proceedings of every meeting, retain the original copies of all minutes, ordinances and resolutions.
Prepare minutes using proper legislative terminology, grammar and business writing and update minutes books.
Process, record, file and when necessary, advertise ordinances, resolutions.
Administer and record oaths of office.
Maintain custody of all official records not specifically handled by other departments.
Act as liaison to the public and correspondent on behalf of the Township.
Acceptance of applications.
Conduct business with other municipal departments as directed by Planning Board.
Serve as information officer to the public and to the media.
Job Requirements:
High school graduate or the equivalent
Two years of higher education or county/ municipal government experience performing duties relative to those of the Planning Board Secretary, or a combination
Strong customer service skills, as well as possessing a professional demeanor, at times under tense conditions. Ability to handle situations firmly, courteously, tactfully and with respect for the rights of others
Good organizational, verbal and written skills.
Ability to exercise sound, reasonable judgment and exercise appropriate discretion.
Zoning Officer Duties:
Enforce the Township’s codes that protect the health and safety of the public.
Receive and investigate complaints, document findings and set up code enforcement case files.
Prepare correspondence, document phone conversations and issue citations as needed.
Possess a thorough knowledge of local and State laws pertaining to public nuisance, noise regulations, parking regulations, and enforcement penalties and procedures.
Coordinate the Township’s code enforcement with other agencies and/or departments within the Township and County.
Appear in Municipal Court for those cases that must be resolved through the court system. Testify at judicial hearings or court proceedings.
Drive to potential code violation location(s), take pictures and document any code violation(s).
Job Requirements:
Completion of high school or its equivalent.
Current valid driver’s license in good standing and is a condition of continued employment.
