Provide a high level of support for projects/programs in the System Analysis and Reporting (STAR) division. Data produced are used to make policy decisions for the Oklahoma State System of Higher Education and fulfill ad hoc requests from the state system institutions, legislature, media, and public.
Responsibilities and Duties
Data Analysis and Reporting
  • Conduct surveys and collect, compile, analyze, and present data.
  • Review and validate raw data for accuracy and completeness; prepare analyses and reports that include summary tables charts, and visualizations.
  • Perform qualitative and quantitative research to support agency initiatives and decision-making.
  • Analyze technical information from multiple sources and prepare reports, summaries, and related documentation.
  • Lead Perkins V reporting, including maintaining report definitions, overseeing data collection, and producing required submissions for CareerTech.
  • Support the Academic Affairs division in academic program review, including analysis of productivity and quality indicators.
  • Serve as the lead analyst for data collection and reporting for the annual Oklahoma’s Promise report and other scholarship reporting requests as needed.
  • Assist the Director of Data Analytics and Reporting with tasks and projects as needed (to include but not limited to ad hoc requests).
Dashboard Development and Collaboration
  • Work with other Oklahoma State Regents for Higher Education (OSRHE) departments to develop internal dashboards to meet their reporting needs.
Communication and Requests
  • Respond to quick-turnaround data requests from the Chancellor, Vice Chancellor, Directors, Communication staff, and Legislative Relations, and directly from the State Regents.
  • Compose correspondence to furnish or request information.

Mentorship and Support
  • Provide expertise and knowledge transfer to STAR Analyst Is.
Other Duties
  • Other similar duties as assigned.
Minimum Qualifications
Bachelor’s degree is required with a preference of a degree with a strong concentration in qualitative or quantitative research. Must be self-directed and have proven analytical, problem solving, organizational, and verbal written communication skills. Proficient in spreadsheet and word processing applications (Microsoft Excel and Word). Familiar with or willing to learn SQL for data extraction. Familiar with or willing to learn SAS, Tableau, Power BI or other business intelligence tools to create dashboards. Knowledgeable of or willing to learn about the Oklahoma State System of Higher Education is desired.
Preferred Qualifications
Master’s degree with a preference for data science, economics, and/or mathematics/statistics or related field and knowledge of Oklahoma higher education system is desired. Seeking applicant with experience using SAS data platform, though experience in another software could be an acceptable substitute. Experience with data visualizations and/or data dashboard development is also desired. Proficiency with Microsoft Excel, PowerPoint, Word, databases, and email preferred.
Proficient in at least one statistical package: SPSS, SAS, STATA, R, etc.
Supervision
The employee performs work under the supervision of the Director of Data Analytics and Reporting.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands Disclaimer
