Position Overview This is a full-time, in-office position at our headquarters location in Oklahoma City. This position requires occasional field work. The Project or Engineering Manager within the Engineering Division is responsible for managing and reviewing engineering projects, including plans, designs, reports, estimated project costs, and studies related to structures, transportation facilities, and systems. The position oversees consultant work, ensures constructability and compliance with design standards, and represents the organization in meetings with stakeholders, contractors, and the public. It also involves providing on-site engineering solutions, assisting with stormwater permitting and reporting, manages and updates OTA’s DEQ and OWRB permitting, and coordinating closely with ODOT to align design activities of shared projects while upholding the interests of the OTA. Compensation The rate for this position depends upon having a Professional Engineer license in the State of Oklahoma: Project Manager (no license) is $47.40 per hour ($98,600 annually) Engineering Manager (PE license required) is $52.21 per hour ($108,160 annually) Primary Duties and Responsibilities Performs engineering related tasks; manages, reviews and evaluates the work of engineering consultants. Develops, prepares and/or reviews engineering plans and designs for structures, transportation facilities and/or systems. Develops, prepares and reviews reports and studies to identify and recommend engineering solutions. Facilitates and oversees plan reviews to confirm constructability of plans, scheduled milestones and compliance with OTA design and construction guidelines. Represents OTA in meetings with public officials, transportation professionals, consultants, contractors and the general public. Ensures that the interests of the OTA are upheld. Meets with OTA field personnel on site to provide solutions to engineering problems. Assists in preparation of storm water permits and annual reports. Manages and updates OTA’s DEQ and OWRB permitting. Works closely with ODOT to coordinate various activities in design of shared projects. Minimum Qualifications Project Manager A bachelor’s degree At least three years of civil engineering-related work, preferably with an emphasis on transportation. Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education (4 years). Engineering Manager A bachelor’s degree in a respective/corresponding field to Engineering. At least five years of experience in civil engineering related work, with an emphasis on transportation. Professional Engineer license Preferred Qualifications Registered and current Professional Engineer license Transportation related project management Working with other Tolling Authorities and/or the Oklahoma Department of Transportation Roadway, Bridge, Traffic, Tolling and Building Design Environmental Permitting Processes Microsoft Office, AutoCAD, Microstation, Open Road Designer (ORD), and Quickbase ProjectWise, AASHTOWare Project, and Bluebeam Knowledge, Skills, Abilities and Competencies Knowledge, Skills and Abilities required at this level consist of knowledge of engineering practices, principles and systems; of management principles; and of the principles of effective supervision. Ability is required to design and implement engineering activities; to organize projects; to establish and maintain effective working relationships with others; to supervise personnel; and to express ideas clearly and concisely, both orally and in writing. Level Descriptor This is the basic management level where incumbents are typically responsible for assisting in the management of an engineering work unit. The complexity of function will be somewhat focused, with the unit managed being responsible for a minimum number of basic functions involving somewhat similar tasks or being responsible for an assigned program area. Basic functions as described herein might be project design, construction engineering, traffic engineering, etc. Examples of agency program areas might be capital plan improvement projects, pavement rehabilitation/reconstruction, bridge rehabilitation/reconstruction, maintenance facilities upgrades, bond program project reviews, surface water, storm water, industrial wastewater, etc. Incumbents at this level are expected to exercise autonomy in decision-making in those matters regarding accomplishment of the unit’s function.
