This is responsible professional, technical and administrative work implementing the County’s housing assistance programs including implementation of the County’s State Housing Initiative Partnership Program (SHIP). Prepares, submits and administers the budget for SHIP. Attends Board of County Commissioner meetings and workshops as required. Consults with federal, state, regional, private sector and local officials regarding housing and grant needs and availability of programs and is the liaison to the Affordable Housing Committee. This position reports to the Community Development and Planning Director.
Responsibilities:
- Directs and coordinates special studies and/or projects as assigned.
- Directs and coordinates housing programs including: SHIP and any other such relocation, replacement, housing purchase, demolition, urban homesteading and acquisition assistance.
- Advises the County regarding requirements for the Local Housing Partnership and the Affordable Housing Committee.
- Coordinates the development and implementation of the Housing Counseling/Training Program.
- Reviews applications for assistance and payment for SHIP funding and their continuing eligibility as required by SHIP applications.
- Prepares quarterly and annual reports as required by SHIP.
- Tracks program financial obligations and expenditures in cooperation with the County Finance Staff.
- Prepares resolutions and ordinances for the Board of County Commissioners, as related to housing programs.
- Coordinates training classes for prospective home buyers.
- Manages SHIP funded contracts with outside agencies.
- Monitors outside agencies for compliance with SHIP program requirements.
- Promotes County housing programs to target groups and neighborhoods.

Requirements:
- Graduation from an accredited college or university with an AA degree in Planning, Business or Public Administration or related field with two years of progressively responsible experience in an above designated or related field or an equivalent combination of training and experience.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
