Position Summary
OKCYC a leader in behavioral health is seeking an experienced and strategic Director of Human Resources to lead and oversee all human resource functions for our behavioral health organization. This role is responsible for ensuring compliance, supporting workforce development, and providing strong HR leadership in a mission-driven, fast-paced environment serving youth and families.
The Director of HR will manage core HR operations including payroll, benefits administration, workers’ compensation, unemployment claims, employee relations, compliance, and policy development, while partnering with leadership to support organizational growth and staff retention.
Essential Duties & Responsibilities
Human Resources Leadership
* Provide leadership and oversight for all HR functions across the organization
* Develop, implement, and enforce HR policies, procedures, and best practices
* Serve as a trusted advisor to executive leadership and management staff
Payroll & Benefits Administration
* Oversee payroll processing to ensure accuracy, timeliness, and compliance
* Manage employee benefits programs including health insurance, retirement plans, and leave administration
* Serve as primary contact for benefit vendors and brokers
Compliance & Risk Management
* Ensure compliance with federal, state, and local employment laws and regulations
* Oversee workers’ compensation claims, injury reporting, and return-to-work processes
* Manage unemployment claims, responses, and hearings
* Support licensing, accreditation, and audit processes related to HR (including DHS, OJA, CARF, or similar oversight bodies as applicable)
Employee Relations & Workforce Development
* Provide guidance on employee relations matters including performance management, discipline, and terminations
* Oversee onboarding, orientation, and offboarding processes
* Support staff training, competency tracking, and workforce development initiatives
* Promote a positive, ethical, and trauma-informed workplace culture
Recruitment & Staffing
* Oversee recruitment and hiring processes for all levels of staff
* Support leadership in workforce planning and retention strategies
Other Duties
* Perform other HR-related duties as assigned to support organizational needs
Qualifications
Required
* Bachelor’s degree in Human Resources, Business Administration, or related field
* Minimum of 5 years of progressive HR experience, including leadership responsibility
* Strong knowledge of employment law, payroll, benefits, workers’ compensation, and unemployment claims
* Experience working in healthcare, behavioral health, social services, or a regulated environment
* Excellent communication, organizational, and problem-solving skills
Preferred
* Degree in Human Resources, Business, or related field
* HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
* Experience in residential treatment, behavioral health, or youth-serving organizations
* Familiarity with Oklahoma employment law and regulatory agencies

Pay: $75,000.00 - $85,000.00 per year
