GENERAL STATEMENT OF JOB

Manages and directs the County’s Fire Suppression programs and assists with related emergency operations in the pursuit of the protection of life and property.

EXAMPLES OF WORK

  • Directs emergency operations, ensuring the best possible control in emergency situations in order to protect the lives and property of those in need of service.
  • Directs and manages duties of assigned staff, to include assignment, scheduling, training/development, employee/volunteer selection, personnel issues; recommends employee and volunteer transfers, promotions, discipline, and discharge; maintains standards and personnel allocation.
  • Reviews and evaluates county nursing homes, assisted living facilities, and hospital plans for compliance with State of Florida planning criteria as required.
  • Supervises and participates in employee training as mandated by Florida Statutes, administrative code coordinates Fire and EMS recertification programs.
  • Prepares and evaluates pre-disaster and post-disaster hazards, mitigation policies and procedures.
  • Ensures response activities are in compliance with State Rules and service and Medical Director’s standards for EMT and Paramedic medical care.
  • Communicates with various agencies and personnel for the accurate and efficient dissemination of information.
  • Manages salvage operations after emergency situation is controlled and/or suppressed.
  • Prepares and submits various State and national incident records and reports.
  • Keeps abreast of new technology, methods and regulations for fire prevention and suppression operations; attends meetings, conferences and continuing education classes as required and/or appropriate.
  • Coordinates response with other county departments, municipalities, neighboring counties and state and federal agencies, ensuring compliance with state and federal requirements.
  • Conducts hydrant maintenance, hazardous materials site surveys and vulnerability analyses; provides technical assistance and logistical support for hazardous materials incidents.
  • Establishes, maintains communications with, and makes presentations to volunteers, health care agencies, community service and response agencies, and similar resource groups.
  • Plans and implements practical exercises to test existing plans and to provide emergency response experience; provides specialized training for Public Safety and other County staff.
  • Coordinates and conducts fire and medical-related emergency preparedness education programs in coordination with EMS and Emergency Management, including the design and preparation of printed materials.
  • Participates as part of the Incident Management Team in the Emergency Operations Center in the event of disaster; may serve as Incident Commander at the discretion of the Public Safety Director.
  • Coordinates with Emergency Management to direct or coordinate activities with other county departments, municipal agencies or volunteer groups during declared emergencies; assists with assessing the level of outside support needed to recover from disasters.
  • Responds to inquiries for information and resolves complaints from citizens, public officials and other agencies.
  • Prepares and administers an annual budget; approves purchase requisitions and establishes equipment specifications; researches federal and state sources for financial assistance and grants and prepares appropriate documentation.
  • Prioritizes and requests support under the state’s Comprehensive Emergency Management Plan; participates in disaster response and recovery locally and may be deployed per mission requests.
  • Coordinates with Emergency Management on developing severe weather and associated weather data for potential impact on evacuations, search and rescue missions, hazardous material response and cleanup, and other emergency operations.
  • Attends planning meetings with local governments, healthcare facilities, and public and private agencies.
  • Prepares or supervises the preparation of daily situation reports that notify local governments and private agencies of daily operational planning information.
  • Responds to emergencies and/or mutual aid disaster sites as directed; participates in the incident command system at major incidents.
  • Advises government agencies, healthcare facilities and the media on events and safety; prepares news releases and coordinates media operations.
  • Supports the Special Needs Patient Sheltering program, Risk Shelter program and shelter retrofit projects.
  • May function in the capacity of the Public Safety Director in the event of his/her absence.
  • Performs other duties as assigned.

Minimum Qualifications

Education, Training, and Experience: Associate’s degree in Fire Science, Emergency Medical Services, Public Safety, or closely related field, supplemented by seven (7) years of progressively responsible experience in Emergency Medical Services and Fire Suppression/Control Services with demonstrated promotions or appointment to command positions, with special emphasis on fire suppression, disaster and emergency planning, hazard mitigation, and experience in field operations under actual or simulated emergency or disaster conditions; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience in Microsoft Word and Excel is required. Knowledge of state reporting requirements, fire reporting/NFIRS requirements and safety/operational protocols for state and local jurisdiction required. Must have experience using Emergency Medical and Fire Reporting computer software programs. Command-level supervisory experience is required. Would respond to emergency calls during working hours or after hours as needed. Must meet statutory requirements as outlined in F.S. 633.408 and F.S. 633.412 within 6 months. Experience in Microsoft Access and PowerPoint is preferred. Experience in Everbridge, WebEOC, CAMEO, ALoHA, and/or iPAWS is preferred. Knowledge of State building and fire prevention codes and practice preferred.

Licenses and/or Certifications: Requires a valid driver license. Requires Florida Paramedic License. Requires Florida Firefighter I Certification within six (6) months of hire. Fire Officer or Executive Fire Officer Certification is preferred.

Other Requirements

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert in excess of 150 pounds of force occasionally, or up to 50 pounds of force frequently, or 10 to 25 pounds of force constantly, or greater than negligible up to lift, carry, push/pull, or otherwise move objects. This position requires the ability to hear and understand communications through telephone and radio. Requires the ability to ascend/descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs or hands and arms. Must be able to maintain body equilibrium and traverse irregular, uneven, and/or erratically moving surfaces frequently. This position requires the ability to perform essential tasks at or near floor level and to return to a standing position. The individual must be able to safely move into and out of low positions (such as kneeling, squatting, or sitting on the ground) and perform related duties. This position requires good manual dexterity, coordination and stamina; can frequently require constant movement and use of limbs. Must be able to work for sustained periods of exposure to outside atmospheric conditions. This position may encounter conditions typical of emergency/disaster situations and may don Personal Protective Equipment (PPE) or related special equipment as required per situation. When performing fire services and/or rescue operations, tasks are performed with potential for intermittent exposure to occupational health hazards typical of an emergency response environment. Physical demands are in excess of those for sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of fire suppression, emergency medical services, emergency management and common sense understanding to carry out detailed written or oral instructions; to deal with several simultaneous problems involving many variables in evolving situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, calculate percentages and decimals.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under high levels of stress when confronted with an emergency or tight deadline. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
