This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Audit Services.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENTS:
Your resume must reflect information technology related experience in the federal service or private or public sector demonstrating the following four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately AND 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirements above, applicants MUST meet the Specialized Experience OR Education requirements below:

Specialized Experience:
For the GS-09 grade level applicants MUST have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which provided the knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following experience:
  • Providing technical information in audit reviews and evaluations involving IT operations;
  • Applying computer-based audit techniques to assist in conducting audits; AND
  • Assisting in the preparation of technical reports of audit findings and recommendations.
Education:
Applicants must have successfully completed a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: You must submit acomplete transcript showing relevant coursework a list of completed courses or incomplete transcripts will not be accepted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Responsibilities:

The incumbent provides the technical expertise and assistance required to support OAS, OIG and Cybersecurity and IT Audit Division. Performs a wide range of computer specialist assignments that require specific Information Technology (IT) knowledge on basic audit techniques.

Supports Office of Audit Services by providing technical information in audit reviews, evaluations, or special projects involving information technology operations.

Prepares detailed well-written technical reports, presents audit findings and recommendations for review and examination by supervisor or audit team lead; and makes oral presentations of findings, communicates with others involved in the audit process.

Participates in the development and implementation of a risk-based IT audit approach to ensure key areas
are included.

Assists the audit lead in the development of audit programs and audit steps to meet audit objectives.
