Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Human Capital, OHC Executive Services Unit, in Washington, District of Columbia.

This is a non-bargaining unit position.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:
  • Developing innovative methods on assigned senior leadership projects to enhance the efficiency and effectiveness of programs and services.
  • Identifying recruitment needs and recommending selections for senior leader vacancies, ensuring proper assignment and alignment of position duties in accordance with position descriptions.
  • Reviewing and analyzing new or proposed senior leadership human resources laws, regulations, and policies for impact, feasibility, and practicality.
  • Providing managers and employees with technical information and interpretations of senior leadership policies, procedures and guidelines.

Responsibilities:

The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time.

As the Supervisory Human Resources Specialist (Chief, Executive Services Unit), you will perform the following duties:
  • Plan, program, develop, and directs ICE-wide Senior Executive Services (SES) program objectives and initiatives to maintain and enhance management of the SES program.
  • Provide technical leadership and instruction to staff performing assignments in all aspects of the ICE SES program to include policy development; staffing; position classification; performance management; awards; succession planning; executive employee development, including selection and development of SES candidates; SES and midlevel management talent pools; marketing; cultivating and maintaining partnerships; protocol; technical services functions; and strategic communication.
  • Assure that all policy, regulatory, and program issuances are properly integrated and coordinated with other staff elements and are thereby fully supportive of ICE and OHC mission requirements, EEO program objectives, and the Federal Merit System principles.
  • Develop, foster, and sustain long-term working relationships and collaborative efforts with OPM and DHS counterparts and ICE senior executives, program senior leadership, managers, and supervisors in the development of SES biennial allocation requests designed to meet short-term and long term needs.
