This National Guard position is for a SUPV IT SPECIALIST (INFOSEC/NETWORK), Position Description Number D2330000 and is part of the OH 179 Cyberspace Wing, Ohio Air National Guard.

The purpose of the position is to serve as Cyberspace Operations (CYO) Section Supervisor in a Cyberspace Operations unit.

Qualifications:

GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least 12 months of Cyberspace program supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions' Series qualification and/or certification requirements, training development, and compatible military skills. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on cyberspace programs and assigning tasks. Supervisory experiences involved balancing mission program work requirements, aligning program policies, and providing advice, mentoring, and a wide variety of directions. Experienced on coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and improved employees' performance. Supervisory experiences provided employees with improved training applications and completion of career development certifications and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates. Competent in establishing priorities and preparing schedules for work completion. Skilled in determining assignments based on priorities, degrees of difficulty, and program requirements. Knowledgeable and skilled on establishing performance standards, monitoring, and evaluating employees' performance. Experiences resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs. Must have experiences in managing and applying equal employment objectives, merit principles, performance standards, and diversity objectives. Knowledgeable on procedures and requirements for military and civilian awards and within-grade increase approval protocols. Experiences included resolving employee complaints or initiating corrective measures required for performance, behavior, or conduct problems. Must have experiences in intelligence programs, certifications, and security responsibilities that ensured full compliance with Information Assurance Management programs and security directives for employees with access to classified or sensitive material. Skilled and knowledgeable to recognize environmental threats to the health or safety of subordinates and experiences included corrective actions to valid work condition concerns. Skilled and knowledgeable in managing and prioritizes funding and personnel resource needs and executes current year financial programs. Experiences may include planning, organizing and overseeing activities of the operations section of a squadron's Cyber Protection Team (CPT), to include both CPT and/or Industrial Control Systems (ICS) defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Other experiences may include managing, leading, and/or working squadron activities as a cyberspace operators who performed or train other operators to complete CPT, ICS, ACD, C3MS, and NMT tasks, exercises, assessments and projects. Skilled and knowledgeable in managing cyberspace operations weapon system tools. Must have demonstrated abilities to review tasking orders, plans, or requests for forces and experienced in determining operational capabilities. Experienced in preparing unit training assembly schedules and training events that supported unit and mission readiness status reports. Experienced in preparing and/or assessing the Cyber unit's operational plans and execution orders. Must have experiences in coordinating with the Cyber unit's maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. Experiences involved developing plans that committed personnel and equipment in support of missions or local emergency plans. Skilled in performing cyberspace operations that protected the nation or assessed the capability to protect and defend information and information systems. Experienced in providing mission assurances of information systems in regard to availability, integrity, authentication, confidentiality and non-repudiation. Conducted risk and vulnerability assessments of DoD information systems and skilled in identifying associated vulnerabilities, risks, and protection requirements.

**MUST ALREADY HOLD A TOP SECRET CLEARANCE

Responsibilities:

As a SUPV IT SPECIALIST (INFOSEC/NETWORK), GS-2210-13, you will perform the following duties:

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (30%)

2. Plans, organizes, and oversees the activities of a CPT, ICS, ACD, C3MS, or NMT operations section. Develops goals and objectives that integrate organization and CYO objectives. Plans work for accomplishment by subordinate teams. Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments to ensure the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides direction and advice regarding policies, procedures, and guidelines. Reviews work and management techniques of subordinates. Makes decisions on work problems presented by subordinate operators. Coordinates with representatives of other Section Supervisors and the Operations Officer and Commander in the oversight of operational events, exercises, assessments and projects. Oversees management of CYO Weapon System tools. (30%)

3. Prepares Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators and is prepared for events in order to optimize training time available. Monitors assigned military members' go-no-go readiness status and ensures deficiencies are recognized. Works with scheduling section to provide opportunities for assigned members, to maintain full mission readiness. Ensures training for each event has been prepared and is ready. Coordinates with maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. (30%)

4. Performs cyberspace operations that protect the nation (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. Provides for mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Conducts risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Provides technical and subject-matter expertise to improve the defenses of assessed missions and systems. Defends missions and systems against adversary exploitation. Operates in-garrison and deployed cyberspace weapon systems. At a minimum, maintains currency as a qualified Cyberspace Operator. (10%)
