What are the responsibilities and job description for the Human Resources Compliance Specialist position at Ogden-Weber Technical College?

As the HR Compliance Specialist, you will play a vital role in fostering equity and upholding civil rights at our institution. Serving as the college’s Title IX Coordinator and ADA Coordinator, you will ensure compliance with federal and state regulations, including Title IX, the ADA, and Section 504, while working closely with students, faculty, and staff. This dynamic position involves leading impactful training initiatives, resolving complaints with care and professionalism, managing accommodations, and partnering across departments to promote a culture of accountability, accessibility, and legal integrity.
Compliance Oversight
· Monitor, interpret, and apply federal, state, and local laws and regulations related to civil rights, non-discrimination, and accessibility.
· Collaborate with institutional leadership to identify risk areas and recommend strategies for compliance improvement.
· Maintain current knowledge of evolving legislation and best practices in higher education compliance.
Title IX Coordination
· Serve as the college’s Title IX Coordinator, ensuring compliance with Title IX and related laws and guidance.
· Oversee the prompt and thorough investigation and resolution of Title IX-related complaints involving students or employees.
· Develop and maintain policies, procedures, and documentation related to Title IX obligations.
· Coordinate supportive measures for involved parties and ensure due process throughout proceedings.
ADA Coordination (Students, Staff, and Faculty)
· Serve as the primary institutional contact for ADA accommodations.
· Facilitate the interactive process with students, employees, and supervisors to determine reasonable accommodations.
· Partner with academic departments, facilities, and IT to ensure physical and digital accessibility.
· Provide guidance on respectful practices and disability etiquette.
Training and Education
· Develop and conduct engaging, legally compliant training for students, staff, and faculty on:
o Title IX rights and responsibilities
o Preventing harassment and discrimination
o Accessibility and accommodations.
· Maintain records of training participation and update materials regularly to reflect current laws and policies.
Policy Development & Documentation
· Draft, revise, and interpret institutional policies related to discrimination, harassment, accessibility, accommodations, and related issues.
· Maintain documentation related to complaints, accommodations, investigations, and training.
· Assist in preparing institutional compliance reports and audits as require
Education and Experience Requirements:
1. Bachelor's degree in human resources, Public Administration, Law, or related field required.
2. At least 3 years of experience in compliance, HR, student services, or civil rights roles or related areas preferably within higher education or an equivalent combination of education and/or human resource experience.
3. Strong knowledge of Title IX, ADA, and other state and federal laws, and regulations.
4. Experience conducting investigations, writing investigative reports, and maintaining confidentiality in sensitive matters.
5. Ability to work independently, manage multiple priorities, and collaborate effectively across departments.
6. Proficiency in Microsoft office Suite.
Experience Preferred:
1. Master's degree in human resources, Public Administration, Law, or related field
2. ADA training and/or certification are preferred.
3. Title IX training and/or certification are preferred.
4. Experience working in a higher education or public sector environment.
5. Spanish speaking proficiency desirable.
Physical Requirements:
1. Typically, the employee may sit comfortably to perform most work; however, there will be some walking; standing; bending; reaching; and carrying light items. Special physical demands are not required of the position.
2. Risks found in the typical office setting, which are adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
3. Typically, the work will be performed on site at the main campus between the hours of 8:00 AM to 6:00 PM Monday through Thursday and 8:00 AM to 4:00 PM on Fridays. Hours subject to change.
