Duties

The duties and responsibilities for a GS-1109-Grants Management-11/12/13 generally include, but are not limited to, the following:

  • Provide assistance in the administration of a grant portfolio.
  • Serve as technical expert in the compliance monitoring of grants and/or cooperative agreements.
  • Prepare summary statements for management to conduct analysis of grants related to procedures and internal controls to develop guidelines.
  • Complete the end-to-end grants and/or agreement administration process.
  • Design and/or develop grant solicitations for grants and/or cooperative agreements.

Qualifications

To qualify for the position of Grants Management Specialist, at GS-1109-11/12/13, you must meet the basic qualification requirements listed below.

For the GS-11: Specialized Experience: For the GS-11, you must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which demonstrates performing assistance to programs in the designing and developing of grants and/or cooperative agreements involving administrative process.

GS-11 Substitution Of Education For Experience

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

For the GS-12: Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which demonstrates designing, developing and implementing grants and/or cooperative agreements involving administrative processes.

For the GS-13: Specialized Experience: For the GS-13, you must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which demonstrates advising, planning or reviewing of grants management or administration services on problems, projects or program issues.

You MUST meet all qualification requirements, including time-in-grade, by the 06/15/2026 of this announcement.

For this position at the grade levels GS-12 and GS-13, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
