Supervisory Trial Attorney (Assistant Deputy Chief, Litigation)

The Computer Crime and Intellectual Property Section (CCIPS) is responsible for implementing the Department's national strategies in combating computer and intellectual property crimes worldwide. CCIPS prevents, investigates, and prosecutes computer crimes by working with other government agencies, the private sector, academic institutions, and foreign counterparts.

Qualifications:

Required Qualifications: Interested applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing. To qualify at the GS-15 grade level, applicants must have at least five (5) years post J.D. legal experience, one of which was specialized experience at, or equivalent to, the GS-14 grade level. Examples of specialized experience include: independently performing legal analysis; composing pleadings, briefs and other court documents involving unique and/or difficult legal issues in civil or criminal litigation; conducting highly complex civil or criminal litigation; and leading paralegals and support staff. Upon accepting an offer, applicants must make a three-year commitment to the Criminal Division.

Preferred Qualifications:

• Significant criminal prosecution experience at the state or federal level;
• Specific experience in prosecuting federal computer crime or intellectual property offenses;
• Experience in managing and supervising attorneys;
• Knowledge of criminal statutes for which CCIPS has responsibility, including criminal provisions in federal copyright, trademark, and trade secret statutes, and the Computer Fraud and Abuse Act;
• Knowledge about computing technologies and electronic communications (such as tracing Internet communications, computer programming, digital forensics, and information security);
• Experience with complex investigations and the use of legal process (such as subpoenas and wiretap orders), especially in gathering electronic evidence;
• Ability to communicate clearly through well-organized and accurately written documents;
• Ability to perform cogent and correct legal analysis on a variety of contentious and complex substantive issues;
• Experience working with U.S. government structures and inter-agency processes, especially relating to computer and intellectual property crime.
• Experience working with foreign government officials and international law enforcement policy.

Responsibilities:

The Assistant Deputy Chief for Litigation, Computer Crime and Intellectual Property Section, will:

• Help to supervise the litigation work of approximately 40 attorneys, including ransomware, trade secret, cyber attacks, cyberstalking, and similar cases;
• Assist the Deputy Chief for Litigation in developing and implementing the Section's litigation program, including oversight of investigations and prosecutions of the Section's expanding and cutting-edge caseload;
• Coordinate with U.S. Attorneys' Offices and federal law enforcement agencies in the development and management of international and multi-district prosecution initiatives;
• Communicate and coordinate with U.S. Attorneys' Offices on investigations and prosecutions handled by Section attorneys in their districts;
• Lead international efforts to promote effective cooperation on particular cases and investigations;
• Speak to a variety of audiences and train prosecutors and investigators;
• Assist in drafting and reviewing policies and strategies addressing significant issues relating to CCIPS's litigation responsibilities;
• Work with, and coordinate between, the Deputy Chiefs for Computer Crime, Intellectual Property, and Litigation on program and case-specific issues relating to prosecutions and initiatives;
• Provide briefings and information to senior Division and Department leadership regarding the Section's litigation work; represents the Section at decision-making meetings relating to investigations and prosecutions.
• Assist the Deputy Chief for Litigation in overseeing compliance with Division and Department regulations relating to litigation, including discovery, charging, and record-keeping policies.
• Speak to a variety of audiences and train prosecutors and investigators;
• Assist in drafting and reviewing policies and strategies addressing significant issues relating to CCIPS's litigation responsibilities; and
• Perform other duties as assigned by the Deputy Chief for Litigation.
