This Management and Program Analyst (Fire) position is with the US Wildland Fire Service, GS-0343-9 working in the following location(s):
- Fairbanks, Alaska
Qualifications:
In order to qualify for this position you must possess the Minimum Qualification requirements listed below.
Minimum Qualification
For the GS-09 level: 1 year of credible specialized experience equivalent to the GS-07 is required. Examples of work experience include, but are not limited to preparing emergency equipment rental agreements; initiating, establishing and maintaining Blanket Purchase Agreements with vendors and purchasing supply acquisitions; coordinating the development and maintenance of service and supply plans; providing advice and consultation to fire officials regarding business management issues and recommending actions to comply with financial and business incident operations, coordinating fire billings to and from other agencies or individuals.

36 semester hours of progressively higher-level graduate education leading to a master`s degree that is directly related to the work of the position; OR an equivalent combination of specialized experience and education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is mostly sedentary, however, occasional work site reviews to filed offices and incident bases will require some hiking over rough terrain.
Working Conditions: The work is performed primarily in an office setting, although there is frequent travel to the filed when work will be performed in a field environment.
Responsibilities:
As a Management and Program Analyst (Fire) - Direct Hire Authority your duties will include but are not limited to the following:
- Evaluates and prepares reports with recommended action on business management operations during and after emergency incidents including rental and use of equipment, Assistant Disbursing Officer activities, compensation for injury tort claims, cooperative agreement, leases, property management, commissary operations, procurement, payments, and personnel timekeeping.
- Analyzes results of incident operations and prepares reports with recommended action.
- Identifies business management problem areas and recommends action or within assigned responsibility, recommends corrective actions to enhance effective Incident Command operations.
- Conducts reviews of the effectiveness of financial management and other business management practices on incidents within the Zone.
- Establishes record keeping systems and monitor accomplishments against objectives.
