This position is located in the Office of the Assistant Secretary- Land and Minerals Management (AS·LMM), Department of the Interior (DOI), and serves as Chief of Staff to the Assistant Secretary, providing advice, counsel, analysis and oversight regarding issues and policies of the most critical nature impacting the mission, strategic goals, financial management and operations of BLM, BSEE, BOEM and OSMRE.

The minimum pay is $151,611 based on the selectee's current salary and other factors.

Technical Qualifications (TQs) are designed to assess an applicant's experience relevant to the specific position requirements. Your resume should clearly demonstrate your experience and accomplishments related to the two TQs below:

TQ1. In-depth knowledge of broad issues related to management controls, audits, financial management, budget, human resources, GPRA, and information technology, as well as their interrelationships, in order to provide overall direction, develop policy. coordinate programs and advise management.

TQ2. Ability to provide guidance/counsel to top executive management of an agency/organization with respect to policy/program/management issues and to coordinate with counterpart authorities with related responsibilities in other organizations.

Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically, experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations.

Responsibilities:

  • Serves as the principal management advisor and senior career officer for the Office of the AS-LMM, providing direction and leadership on the formulation and execution of the Bureaus' budgets, other fiscal and administrative service matters, audits, presidential and Departmental management initiatives, and special projects.
  • Manages and oversees the planning and coordination of the sequence of events necessary to justification the Bureau budgets and personnel requests to the Department, Office of Management and Budget (OMB), and Congress.
  • Advises and participates with the AS-LMM in budgeting and allocation of resources to the Bureaus, and the development and presentation of AS-LMM and secretarial policies and programs.
  • Serves as the audit liaison for the Bureaus and the Department and undertakes management and oversight for special projects and program-based initiatives.
  • Advises AS-LMM on and schedules the preparation of all materials, such as written statements, briefing papers and background information, for the AS-LMM or Departmental officials to present testimony to Congress concerning the Bureaus' budget requests.
  • Advises bureau staff on the review and editing of Congressional hearing transcripts for clarity and accurate expression of policy on a wide variety of national issues.

This position is essential for ensuring that the Assistant Secretary's policy initiatives are effectively communicated and implemented across various levels of government and within the Department. By coordinating sensitive policy matters, representing the Assistant Secretary in high-stakes environments, and analyzing legislative developments, the Chief of Staff will play a crucial part in shaping the strategic direction of our organization. The ability to foster collaboration and navigate complex issues will directly contribute to advancing our mission and enhancing our impact on wildlife conservation and public lands management.
