EMS Program Manager

Position Summary

The Program Manager is the principal strategic and operational partner to the Medical Program Director (MPD), supporting the delivery of high-quality patient care and the achievement of system goals. This leader translates the Medical Program Director's vision into actionable plans, coordinates complex operations, and drives continuous improvement across clinical, administrative, and educational functions. The Program Manager ensures compliance with state and local regulations, manages budgets, and oversees training, quality improvement, and office operations for the Office of the Medical Program Director, Clark County EMS.

Key Responsibilities

Strategy Execution & Operational Coordination

• Implement the Medical Program Director's vision for clinical excellence, operational efficiency, and staff engagement
• Manage the budget for the Office of the Medical Program Director, including forecasting funding needs, establishing cost formulas, and overseeing billing and invoicing for all agencies under MPD oversight
• Manage contracts for agencies requiring clinical oversight
• Interface with all Clark County EMS agencies to ensure equity in billing, reimbursement, and operational practices
• Oversee daily office operations, including recruitment, hiring, onboarding, training, and development of staff
• Manage calendars, scheduling, and office communications for the Office of the Medical Program Director
• Represent the Office of the Medical Program Director in interactions with Fire/EMS/Law Enforcement, Dispatch agencies, and hospitals
  
  

Training, Continuing Education, and Certification

• Develop and oversee content for ongoing training and continuing education programs (OTEP) for EMS personnel in Clark County
• Coordinate and manage the Clark County EMS Council Training Program
• Oversee required initial testing and recertification processes for EMS and EMD personnel
• Provide education and training for new and tenured EMS personnel
  
  

Quality Improvement & Data Management

• Lead and participate in quality improvement activities
• Coordinate patient safety reviews
• Apply quality improvement practices, including appreciation for a system, knowledge of variation, theory of knowledge, and psychology
  
  

Regulatory Compliance & State Responsibilities

• Ensure compliance with Washington State rules for EMS provider initial certification, recertification, scope of practice, and provider discipline
• Submit required curricula, protocols, and operating procedures for state approval
• Coordinate with the Washington State Office of Investigation for EMS provider credential investigations
  
  

Leadership Support & Change Management

• Serve as a trusted advisor to the Medical Program Director, preparing briefings, facilitating meetings, and representing leadership in internal and external forums
• Guide the department through transitions, including onboarding new staff, implementing new protocols, and adapting to evolving healthcare regulations
  
  

Requirements

• Bachelor's degree required; master's degree preferred (in healthcare administration, emergency management, or related field)
• Washington State and/or National Registry paramedic certification preferred
• Minimum 5 years of experience in EMS or a related healthcare field, with leadership experience
• Strong knowledge of EMS software, technology, and regulatory requirements
• Proven ability to manage budgets, contracts, and financial resources
• Excellent communication, organizational, and interpersonal skills
• Experience using quality improvement practices to make systematic change
• Ability to balance working independently and with openness to direction
• Willingness to challenge current paradigms
• Valid driver's license and clean driving record
