This position is located in the Department of Health and Human Services, Office of the General Counsel, headquartered in Washington, District of Columbia.

WHAT WE ARE LOOKING FOR
HHS OGC is looking for talented and enthusiastic attorneys with superior academic qualifications, and excellent research, writing, litigation, and communication skills to work in its CMS Division, Program Enforcement, Fraud Prosecutor Program. Experience with criminal cases and familiarity with Medicare and Medicaid or fraud prosecutions is desirable.

At the GS-15: Applicants at the GS-15 level must have at least four years of professional legal experience post bar admission with one year of experience equivalent to the GS-14 level. Applicants at the GS-15 level must also have a demonstrated ability to work independently with minimum levels of supervision.

Minimum Qualifications:
Must have successfully completed a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited educational institution.
AND
Must have a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court.
AND for GS-15:
Must have at least four (4) years of experience post bar admission specifically in emergency preparedness and/or related legal authorities, administrative law, health law, and/or litigation (particularly litigation to which the Federal Government is a party). One year of the four years of government procurement law experience must be at a level equivalent to the GS-14 level.

The legal work performed on a regular and recurring basis by the incumbent of this position is assigned Type III.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

WHAT YOU'LL BE DOING DAY TO DAY

As an Attorney-Advisor (General) , you will use your knowledge and experience to optimize business results and customer experience by:
  • Investigate and prosecute crimes with federal, state and local law enforcement as a Special Assistant United States Attorney assigned to a United States Attorney's Office.
  • Prosecute criminal identity theft and beneficiary-side fraud cases relating to CMS programs.
  • Lead cases from investigation through charging, pretrial litigation, trial, sentencing, and appeal.
  • Negotiate plea agreements with defense counsel.
