This position is located in the Office of Net Assessment (ONA), within the Office of the Director of Administration and Management (ODA&M). The ODA&M assists in managing a highly complex office with programs and projects that supports the Secretary and Deputy Secretary of War, the OSW, the Office of the Director of Administration & Management, select Defense Agencies / Field Activities, and the Pentagon Reservation.

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Basic Requirements for Foreign Affairs Series 0130
1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:
- Performing professional foreign affairs or international security work.
- Researching and analyzing foreign military capabilities, international security developments, or defense policy issues.
- Conducting briefs and providing written products used by senior officials.
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:
- Performing professional foreign affairs or international security work.
- Assisting with researching and analyzing foreign military capabilities, international security developments, or defense policy issues.

Selective Placement Factor: Conducting long-term, comparative net assessments that analyze the strategic balance between the United States and foreign competitors. This experience must include an understanding of historical net assessment methodologies and experience analyzing U.S., allied, and potential adversary military capabilities, doctrine, and emerging technologies to inform senior national security leaders.

Responsibilities:
Incumbent typical work assignments may include the following:- Provides analytical support to the Associate Director of Net Assessment and the leadership team in their mission to provide the Secretary of War (Sec War), Deputy Secretary of War (Dep Sec War), and other senior officials with comparative analyses.
- Originates, directs, and conducts in-depth research and analysis on the political dynamics, strategic culture, foreign policy objectives, and military capabilities of foreign nations.
- Formulates and recommends U.S. foreign policy options and diplomatic strategies to senior leadership.
- Conducts comprehensive political-military analyses of foreign states and non-state actors, identifying their strategic goals, intentions, and decision-making processes.
- Formulates long-range foreign policy assessments and alternative future scenarios regarding regional conflicts, alliance structures, and changes in the global balance of power.
