Qualifications:
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position is defined as meeting 3 of the 5 bullets below:- Leading or managing a federal recruitment and staffing program that includes competitive and excepted service hiring authorities as well as Senior Executive Service (SES); AND
- Developing and implementing organizational workforce plans that combine human capital data, organizational design, and succession planning needs; AND
- Managing complex compensation, benefits, and retirement programs; AND
- Providing technical and administrative direction on human capital policies, regulatory guidance, and internal controls; AND
- Holding senior HR staff accountable for human capital program deliverables (such as effectiveness, timeliness, compliance, or risk mitigation).
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle.
As a/an Supervisory HR Specialist (Deputy Executive Director for Workforce Strategy and Talent Acquisition), you will:
- Independently analyze emerging workforce risks, statutory changes, case law developments, and organizational trends to identify vulnerabilities and systemic issues.
- Provide authoritative advice to the SES and senior leadership on complex matters involving operational HR activities involving staffing, classification, and benefits.
- Represent the agency before oversight bodies and external stakeholders.
- Oversee the direction of the workforce planning and position management programs.
- Oversee the direction of the pay, benefits, and retirement programs.
- Oversee the governance of pay structures, locality adjustments, and incentives programs.
