You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Preparing, analyzing, validating, and interpreting financial statements and note disclosures; AND
- Developing or implementing a validation internal control process, solution, or tool for financial reporting; AND
- Analyzing and interpreting changes in laws affecting accounting standards, and developing corresponding policies, procedures, or position papers to ensure compliance and alignment with organizational objectives; AND
- Providing leadership in projects that leverage accounting information for decision-making, ensuring accuracy, regulatory compliance, and alignment with strategic objectives.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of the Chief Financial Officer (OCFO), Office of the Assistant CFO for Accounting, Financial Reporting Division. The mission of OCFO is to lead the Department's Headquarters and Field Office officials toward the understanding and practice of sound financial management in program development and operations, and in the stewardship of public resources.
As an Accountant (Staff), you will:
-Provide expert advice in specialized area of accounting, developing policies and financial management program goals.
-Carry out program to determine accounting system adequacy, to identify accounting and budgetary problems, and to develop and maintain progressive fiscal management techniques and practices.
-Develop and monitor accounting internal control program(s): identify problem areas and develop solutions to improve operating program effectiveness.
-Provide advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems.
-Conduct and coordinate long range and comprehensive systems studies for the design, modification, and implementation of automated accounting systems.
