BRIEF DESCRIPTION OF DUTIES:  This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Returns Processing Administration (RPA). The incumbent provides authoritative interpretations of Federal and District healthcare legislation (i.e. Affordable Care Act, Health Insurance Requirement Act) affecting tax and revenue; and analyzes the impact of new or revised changes to legislation. The incumbent is also responsible for updating tax forms, publications, tax policy and guidelines, ensuring District updates are similarly patterned and in compliance with applicable Federal legislation. Duties include, but are not limited to: attending meetings with top-level officials, to advise on the applicability of legislation on current and future forms and requirements for accurate processing; assisting in the identification of departmental breakdowns as it relates to the processing of returns and payments and developing internal controls and/or corrective actions where applicable to increase the efficiency; assisting in the formulation, planning, implementation, coordination and evaluation of policies and procedures for the development and ongoing operations of the program; and preparing recurring and special reports as required or requested by Federal and District agencies. Performs other duties as assigned.

Five (5) years of progressive experience performing duties related to interpreting healthcare legislation and compliance; developing and refining departmental policies, manuals, and procedures as it relates to changes in legislation; and creating and updating official forms; comprehensive knowledge of healthcare coverage legislation (i.e. ACA, Healthcare Insurance Requirement Amendment Act) and/or District based health insurance programs and health insurance marketplaces; excellent written and verbal skills. Working knowledge of Federal, District and/or other state and local tax policies is highly preferred.

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:

An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
