What are the responsibilities and job description for the Instructional Systems Specialist position at Office of Surface Mining Reclamation and Enforcement?

The Office of Surface Mining Reclamation and Enforcement is a Bureau within the United States Department of the Interior. The OSM is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSM is charged with balancing the nation's need for continued domestic coal production with protection of the environment.

Qualifications:

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

(1) Basic Educational Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
(2) Specialized Experience

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Assisting in the development of course materials to ensure customer's needs are met;
2) Researching and applying guidelines, policies, and regulations to develop course material; AND
3) Analyzing and editing course materials in order to recommend or suggest changes to curriculum.

Specialized experience is defined as demonstrated experience:
1) Developing course materials to ensure customer's needs are met;
2) Researching and applying guidelines, policies, and regulations to develop course material;
3) Analyzing, editing and implementing changes to curriculum; AND
4) Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.

Responsibilities:

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Technology Management Division, Training & Technology Services Branch, in Lakewood, CO.

At the full performance level (GS-13) the major duties of this position include but are not limited to the following:

1) Provides instructional content development services (e.g., Instructor-led Training (ILT), Virtual Instructor-led (vILT) webinars, e-Learning modules, asynchronous courseware, and self-paced computer-based learning to OSMRE customers impacted by SMCRA. Creates and provides instructional solution deliverables (e.g., facilitator guides, learner guides, job aids, handouts, experiential learning activities, learning games, presentations, e-learning modules) to OSMRE customers, using industry standard e-learning authoring software (such as Adobe Captive, Articulate 360, etc.).

2) Creates interactive products which are learner-friendly, aesthetically pleasing, and demonstrate a balance of skills in graphic design, mobile/web design that utilizes learning management platforms such as DOI Talent and other Web delivery technologies to upload, maintain, troubleshoot, deliver instructional content sources, and analyze and extract data from usage statistics.

3)Applies knowledge of the configuration of online training materials and courseware to include development and management of text, graphics, and layouts for online and classroom technical training instruction, professional development training materials, and website pages. Establishes online course designs and templates for various course models to ensure system-wide consistency. Remains current in industry trends and related technology.

4) Complies with laws, rules, and regulations to include implementation of copyright standards, Section 508 compliance, and adaptive technologies and support continued development of visual design policy. Creates documentation to support instructional and/or visual design and review of publications and other multimedia design projects to ensure conformance to established policy and standards.

5)Maintains accurate archives of course documentation and regional tracking documents and provides timely updates/reports for system-wide evaluations of professional learning results and impact.

6) Communicates effectively while conducting training sessions and assisting groups with problem-solving and decision-making to facilitate information exchange with stakeholders and all interested parties. Supports course developers and instructors who need problem-solving and solutions in Learning Management Systems (LMS) courses. Monitors the quality of program services to ensure compliance with professional quality assurance standards.

Salary Range Information:
GS-12: $87,491 - $113,743 Per annum
GS-13: $104,038 - $135,247 Per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
