This position is located in the Office of Inspector General, Office of Special Review and Evaluation. The Office of Inspector General is an independent office within EPA that helps the agency protect the environment in a more efficient and cost-effective manner. We consist of auditors, program analysts, investigators, and others with extensive expertise. Although we are a part of EPA, Congress provides us with our funding separate from the agency, to ensure our independence.

Qualifications:

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

You may qualify for the GS-15 grade level, if you possess at least one year of specialized experience equivalent to the GS-14 grade level in the federal sector, or the equivalent in the private sector. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. For this position your specialized experience must demonstrate the following:

  • Leading and overseeing multiple teams in the planning and executing of assignments in accordance with professional inspection and evaluation quality standards
  • Conducting complex program evaluations in accordance with professional inspection and evaluation quality standards
  • Using advanced analytical and evaluative methods to identify areas of improvements in economy, efficiency, and effectiveness, that can be made in agency statutes, regulations, guidance, policies, procedures, or practices
  • Writing and reviewing clear and concise reports with developed findings and recommendations in accordance with professional inspection and evaluation quality standards

You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Management and Program Analyst GS-0343-15 your typical work assignments may include the following under supervision:

  • Manage complex program evaluations of programs or policies in accordance with quality standards. Oversee advanced methodologies to identify areas of improvement in economy, efficiency, and effectiveness of EPA operations. Oversee the production of evaluation reports that meet quality standards and convey findings and recommendations in a clear and convincing manner.
  • Perform the full range of managerial and supervisory responsibilities, with authority over administrative, programmatic, and personnel matters for select staff in their assigned area.
  • Assist office leadership in strategic planning, work-force planning, and staff development and performance management.
  • Help build and maintain capacity for oversight of EPA's use of infrastructure funds.
