This position is located in Veteran Services Division (VSD), within the Denver Logistics Center (DLC), Golden, Colorado. The incumbent provides a wide variety of administrative, analytical, inventory management and technical duties. The incumbent participates in the development, assessment,
implementation and oversight of numerous management decisions, policies and/or procedures related to VHA National Programs.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience and/or education as described below:

GS-09 Grade Level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) providing customer service by multiple means, may include personal, telephone, e mail or direct messaging. (2) interpreting Federal, State laws, rules, and regulations relative to compliance and the conduct of investigative studies, (3) applying analytical and evaluative principles to resolve issues and accomplish program goals for a clinical, medical, and/or research department/organization, (4) creating, maintaining, and disseminating electronic information and documents/files; effectively communicates, orally and in writing, between agencies and across organizational levels to coordinate research needs and deliver requested information.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess of the first year of graduate level education.

GS-11 Grade Level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) providing customer service by multiple means, may include personal, telephone, e mail or direct messaging. (2) knowledge applying Federal, State laws, rules, and regulations relative to compliance and the conduct of investigative studies, (3) interpreting and analyzing data using discretion to implement a wide range of research policies and procedures, (4) preparing and conducting study presentations, trainings, and briefings (5) reviewing and preparing trial budget, and (6) assisting in developing action plans to resolve problems or improve efficiency, and implementation of new methods.

To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess of a masters or equivalent graduate degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Golden, Colorado. This includes all locations that fall within a 50-mile driving distance from 555 Corporate Circle, Golden, Colorado 80401.

Responsibilities:

Major Duties:
  • Provide direct personnel, telephone, e mail, and TEAMS messaging customer service.
  • Apply appropriate leadership skills in a variety of complex organizational situations which results in improved management of the service, customer service, teamwork, quality, management and technical skills, overall growth of staff, change management and sound business practices for the best use of the budget of the Denver Logistics Center.
  • Provide insight and participate in developing program strategy, policy and/or standards covering the facility's supply chain program activities and records. Analyze and evaluate the effectiveness of programs or operations in meeting established compliance short/long range goals and objectives.
  • Protect all printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and VHA policy. Protect the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follow applicable regulations and instructions regarding access to computerized files, release of access codes, etc, as set out in the computer access agreement that the employee signs.
  • Gather information, identifying and analyzing issues and developing recommendations to solve substantive problems of efficiency of work
  • Provide analytical program data, supporting an inter-disciplinary team.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
