What are the responsibilities and job description for the Supervisory Investigator position at Office of Police Complaints?
INTRODUCTION
The purpose of this position is to provide substantive investigation and management support associated with the day-to-day operation of OPC's investigative unit.
POSITION CONTROLS
Guidelines include District of Columbia Code provisions, policies, regulations, and District Personal Manual; all laws, regulations, and Mayoral Orders and Issuances governing MPD; and pertinent established and accepted MPD policies, procedures, and practices; and the policies, priorities and special instructions of the supervisor. The incumbent exercises judgment in locating, interpreting, selecting and applying appropriate guidelines; and an extremely high degree of originality and initiative when recommending the adoption of new investigative approaches, techniques, policies, provisions of law, etc.
MAJOR DUTIES
Provides a full range of supervisory services for assigned staff including performance management, assigning cases, setting priorities, establishes schedules for completion of investigative, outreach or administrative tasks, and discipline. Supervision should include regular meetings with direct reports to discuss issues, problems, the expeditious processing of complaints, up-to-date investigative techniques or operational changes as well as individual employee performance management.
Identifies developmental and training needs of assigned staff and personally provides, or arranges for, specific training as appropriate for the development of assigned staff.
Assists the Chief Investigator in setting priorities for timely completion of assignments by evaluating assigned investigators' work performance. Managing the completion of complex cases such as those where the interrelationship of fact and evidence is extremely difficult to establish, or that frequently have the potential to separate and increase in scope and complexity from the original assignment.
In collaboration with the Chief lnvestigator, actively participates, in the review, development, modification and implementation of OPC investigative policies and procedures and recommends procedural changes, internal management controls that improve the overall operation of the Investigative Unit.
Provides advice and assistance to the Chief Investigator regarding complex, controversial, and/or sensitive city-wide police complaint issues or related matters.
Utilizes analytical and investigative experience to ensure the adequacy and compliance of investigative procedures and techniques with established guidelines. Ensures timely initiation, preparation, adequacy, accuracy, follow-up, completion of reports, correspondence, memoranda, and other information or documentation.
Compares investigative operations with current standards and industry best practices and recommends changes for investigative unit operational improvement.

Extensive knowledge of, and skill in investigative and research principles, techniques, methods and procedures sufficient to conduct and supervise all aspects of investigations, of routine to extreme complexity and scope; and to apply general legal principles, regulations or orders to the facts of the case being investigated.
Demonstrated experience in providing leadership in a supervisory capacity. Ability to supervise subordinates based on priorities, selective consideration of the difficulty, and the requirements of the assignments and their capabilities.
Intensive knowledge of, and extensive skill, in the review or completion of routine to extremely complex investigative research and analyses of considerable narrative, statistical, and/or evolving information related to investigations.
Ability to communicate orally in an effective manner with colleagues, members of the public, and District employees sufficient to elicit/share information, develop leads, interview witnesses, etc.
Ability to write and edit clear, concise, well-organized, and thorough investigative reports, memoranda and policy recommendations.
