What are the responsibilities and job description for the Student Trainee Electrical Laborer (Pathways) position at OFFICE OF NAVAL ENGINEERING?
Upon successful completion of the Pathways Program, and at the agency's discretion, appointees may be converted to term or permanent positions in the competitive service. If converted promotion potential is the WG-05.
Qualifications:
In order to be eligible for a Pathways Intern Program appointment, you must be a student enrolled or accepted for enrollment as a full or part-time degree (diploma, certificate, etc) seeking student in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school. Selected candidates will be required to submit a copy of their transcripts and a letter of enrollment or acceptance for enrollment prior to appointment.
If selected you:
must sign a Pathways Internship Program Participant Agreement;
may be employed throughout the academic year;
must maintain status as a current student;
maintain good academic standing;
must furnish course registration information at the start of each school term; and
must provide verification of academic status (transcript) at the end of each academic term.
Upon completion of all academic and program requirements, selectees may be non-competitively converted to a term or permanent position in the competitive service.
NOTE: To be eligible for conversion, you must complete 480 hours of work (if you meet all required criteria, up to 320 hours may be waived if: (1) you complete 320 hours of career-related work experience under an Internship Program appointment and have demonstrated high potential by outstanding academic achievement and exceptional job performance; or (2) you complete comparable non-federal internship experience in a field or functional area related to your target position).
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.Applicants will be rated and ranked based on their knowledge of the following job elements:

Responsibilities:
This is an entry level position in the marine electrical area. At the WG-1 level, the official title is Laborer, at the WG-3, Electrical Helper Trainee and at the WG-5, Electrical Helper.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Assisting journeymen mechanics and workers with work that cannot be handled alone and entry level tasks
- Being taught on proper usage of power and hand tools common to the trade.
- Being taught how to correctly install neat cable bands with protective rubber, developing a proficiency in this entry level tasking; installing transit blocks in the transit frame; de-installing cable; installing cable, etc.
- Taught how to neatly and safely wire two and three wire power and control circuits; receiving training on entry level connectors utilized in marine vessel systems, etc.
- Fabricating connectors utilized in marine vessel systems, display ability and aptitude to terminate connectors.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
