SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

OMB is seeking a Deputy Director to lead the following Task Forces:
  • Citywide Government Operations
  • Public Safety
  • Correction, and Criminal Justice
  • Fire and Sanitation

The Deputy Director will report directly to the Budget Director. The Deputy Director will oversee the above Task Forces, which collectively oversee more than $17 billion in City/Federal expense budget spending authority and an additional $13 billion in capital plan funding

Below is a description of each Task Force:

Citywide Government Operations
This Task Force has primary oversight responsibilities for all administrative agencies in the City of New York including DCAS and the Law Department. This Task Force develops, monitors and maintains budgets for over 30 city agencies, offices, boards, and commissions with complex expense and capital portfolios and plays a critical role in the evaluation and coordination of citywide initiatives and resource allocation.

Public Safety
The agencies and offices that fall under the Task Force’s purview include the New York Police Department, New York City Emergency Management, and the Department of Community Safety. Major issues of focus include crime reduction, uniformed patrol strength and evaluation of uniformed deployment including uniformed overtime, emergency response times, and maintenance of police infrastructure.

Correction and Criminal Justice
This Task Force oversees the expense and capital budgets of agencies and offices involved in all aspects of the criminal justice system. The Task Force is comprised of the Corrections Unit which monitors the Department of Correction, Board of Correction, Department of Probation, and Civilian Complaint Review Board, and the Criminal Justice Unit which monitors the Mayor’s Office of Criminal Justice, District Attorneys’ Offices, Public Administrators, and Courts Capital Program. Major focus areas include indigent defense, violence prevention and reduction, alternatives to incarceration, criminal justice reform, detention population levels, uniformed staffing ratios, maintenance of Court infrastructure, and implementation of the Borough Based Jails program.

Fire and Sanitation
This Task Force has primary oversight responsibilities for the Fire Department and the Department of Sanitation. This Task Force develops, monitors and maintains budgets for two major, front line, uniformed, city agencies with complex expense and capital portfolios and plays a critical role in the evaluation and coordination of citywide initiatives and resource allocation. Significant issues of focus for the Task Force include response times to fire and medical emergencies, the efficiency of uniform and civilian personnel including Emergency Medical Services (EMS) and uniformed overtime spending, organics programming, and initiatives to reduce waste and improve citywide diversion rates.

JOB DESCRIPTION:

The duties of the Deputy Director encompass independent performance and direction of multiple Task Forces and units in the following activities:

  • Develop and evaluate strategies for implementing Mayoral budget priorities
  • Review and evaluate on-going agency fiscal requests and personnel requests and formulating appropriate recommendations in order to ensure a sufficient allocation of resources to enable the Departments to meet mandated responsibilities and programmatic requirements
  • Oversee special projects relating to agency programs and operations
  • Recommend options and preferred course of action with supporting fiscal and policy analysis
  • Represent OMB at meetings, hearings and other public forums

QUALIFICATIONS

  • Exceptional interpersonal skills and an ability to maintain working relationships with staff, City officials, government agencies, the public and all other internal and external workforces at all levels with utmost professionalism.
  • Advanced ability to lead and oversee a team of professionals. Ability to work independently as a self-motivator and to motivate others as a leader of a team and to work with minimal supervision.
  • Exceptional organizational, research, problem solving, and analytical skills.
  • Outstanding written and spoken communications skills, including public speaking and presentation.
  • Ability to manage multiple, often-competing priorities proficiently, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.
  • Must possess strong computer technology skills including a proficiency in Microsoft Office software (Word, Excel, Access, and PowerPoint), Crystal and FMS and the ability to learn new technology quickly.
  • Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.


REQUIREMENTS:

Deputy Director ($262,761):
Bachelor’s or Master’s in Finance, Business, Public Administration, Policy Analysis, Economics or related field and a minimum of fifteen years of full-time experience in budgetary planning/management, financial analysis, cash flow analysis, financial publications or managing grant programs. Applicants must also possess at least eight years of supervisory experience.

New York City residency is generally required within 90 days of appointment.
