Intelligence Operations Specialist

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, National Border Security Intelligence Center Directorate, Operations Division located in Washington DC.

Qualifications:

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Developing intelligence collection postures, plans, and strategies in support of CBP initiatives;
• Possessing in-depth knowledge of all-source (Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), Measurement and Signature (MASINT), Open Source Intelligence (OSINT), Human Intelligence (HUMINT)) collection requirements management systems and research databases capabilities in support of tactical, operational, or strategic priorities;
• Identifying collection gaps/shortfalls and develop mitigation strategies to bridge those gaps;
• Applying Collection Management strategies that address strategic plans, national priorities, and Priority intelligence Requirements.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/21/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

• Working for the U.S. Government as a federal civilian or as a member of the military
• A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
• Participation in a study abroad program sponsored by a U.S. affiliated college or university
• Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Responsibilities:

In this position you will serve as an All-Source Collection Requirements Management (CRM) subject matter expert responsible for managing requirements from multiple intelligence disciplines in accordance with the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) process, which supports CBP analytical intelligence needs.

This position starts at a salary of $143,913.00 (GS-GS-14, Step 1) to $187,093.00 (GS-GS-14, Step 10).

Major Duties for this position include, but are not limited to:

• Utilizing multiple collection requirement tools and systems of records such as: CBP Collection Management Tool (CCMT), Collection Requirements Analysis Tool for the Enterprise (CRATE), Consolidated HUMINT Reporting and Operations Management Enterprise (CHROME), Geospatial Intelligence Management System (GIMS), National MASINT Requirements System (NMRS), Open-Source Collection Acquisition Requirement Management System (OSCAR-MS), and Unified Engagement Environment (UEE).
• Facilitating Essential Elements of Information (EEIs, i.e., what, and why), development, writing collection requirements, prioritizing collection requirements, and developing collection strategies, postures and/or plans according to established prioritization schemes.
• Preparing and presenting formal and informal briefs to senior level officials and groups while serving as an intelligence representative in forums and working groups related to intelligence collection and production issues.
