This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Assistant Commandant for Intelligence, Office of Intelligence Security Management (CG-22), Information Security Division (CG-222), Washington, D.C.
Qualifications:
To qualify for the GS-14 grade level, applicants must have one (1) full year of specialized experience equivalent to the next lowest grade level, GS-13 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- Providing expert leadership and oversight within the foreign disclosure community, initiating high-impact policy shifts and adjudications that directly influence global interagency relations and future national security decisions.
- Serving as a persuasive communicator capable of interpreting sophisticated data to champion essential policies, backed by meticulous research and compelling articulation.
- Developing, and implementing policies and procedures for security applicable across the USCG. Leading, supervising, and evaluating federal employees, monitoring status of tasks, reviewing work products and providing feedback.
- Developing and implementing policies and procedures for information sharing arrangements with domestic and international partners, foreign disclosure, traditional information security (InfoSec), and operations security (OpSec).
- Leading, supervising, and evaluating federal employees, monitoring status of tasks, reviewing work products and providing feedback; coordinating with multiple internal and external partners to accomplish foreign disclosure and security missions.
- Providing direction and guidance to subordinate units responsible for information sharing and foreign disclosure.
- Briefing leadership regarding highly complex and challenging security issues and providing guidance and recommendations on possible solutions; providing exceptional attention to detail in all areas of responsibility.

Responsibilities:
As a Supervisory Information Security Specialist, you will serve as the Chief Information Security Division (CG-222) within the Office of Intelligence Security Management. This position is responsible for policy development, interpretation and recommendations with respect to foreign disclosure of intelligence; law enforcement intelligence; homeland security and defense operations; defense articles and services; and dual-use technology.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Overseeing the vetting and approval of strategic communication proposals for foreign partners, specifically focusing on matters of significant political and operational sensitivity.
- Serving as the primary authority for the Coast Guard Intelligence Enterprise (CGIE) information security and operations security framework, governing the classification and declassification of classified information and management and protection of controlled unclassified information (CUI). Leads high-level interagency partnerships to refine Security Classification Guides and Critical Information Lists and ensures organizational policies remain compliant with evolving national and departmental standards.
- Leading and supervising an interdisciplinary team of foreign disclosure officers, security specialists, and program analysts.
- Leading and overseeing the development of Memoranda of Understanding, Memoranda of Agreement and/or Technical Agreements with foreign partners through coordination with internal and external partners such as International Affairs, the State Department, and Liaison Officers.
- Analyzing evolving requirements to engineer regulatory-compliant policies for the Coast Guard's foreign disclosure and classification programs. Conducts deep-dive policy analysis and service strategy evaluations to deliver high-impact recommendations to senior leadership.
