This position is part of the Department of Energy's Office of Intelligence and Counterintelligence (IN), Office of Mission Support Division. As a Facilities Project Manager, you will act as the Subject Matter Expert on all facilities, construction, renovations, telecommunications and maintenance projects for a Sensitive Compartmented Information Facility. (SCIF)

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3:

  1. Provide advice and guidance to management and staff members on office services for construction, repairs and renovations to physical facilities.
  2. Direct facilities projects such as space allowances, tenant requirements, building design, IT and maintenance efforts to ensure compliance with security standards and technical policies.
  3. Utilize project management principles, such as developing budgets, tracking costs and deadlines, to ensure the full lifecycle of facilities projects are successfully completed.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.


As a GS-14 Management and Program Analyst, you will:
  • Oversee a variety of facilities projects and initiatives for the Department of Energy Office of Intelligence and Counterintelligence.
  • Manage daily facilities operations and maintenance, including personnel relocation, preventative maintenance, and response to trouble tickets.
  • Support the Facilities Division Director on space management, construction, cabling, and secure communications.
  • Lead the planning and implementation of telephone management services, communications and network infrastructure for renovation, maintenance, and new construction projects.
  • Collaborate with project managers, architects and engineers to ensure compliance with design and construction requirements.
  • Manage vendors and stakeholders for various project needs, to ensure contracts, scheduling, budget and timelines are met.
