What are the responsibilities and job description for the HR Specialist (Accountability/Policy), GS-0201-14 position at Office of Human Capital Management and Training?
This position is located in the Office of Human Capital Management and Training (HCT). As a technical authority in Human Capital Management, serves as an accountability auditor and policy manager responsible for conducting the full range of activities associated with accountability reviews and policy development. The work has special significance for the success of the agency and the granting or revoking of Agency-level delegations from the Office of Personnel Management.
Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
- Conducting internal audits to identify corrective actions for the improvement of a Human Resources (HR) program or organization
- Developing strategic plans for the completion of HR accountability audits
- Developing policies or standard operating procedures to ensure compliance with established HR regulations
- Evaluating audit findings to develop plans for implementing corrective actions
IDEAL CANDIDATE: DE Certified individual with experience evaluating Human Capital programs and providing advisory and consultation services, including interpreting and analyzing laws, regulations, and policies concerning agency in the following HR functional areas: Recruitment and Placement, Staffing, HR Policy Development, Data Analysis, and/or Accountability.

1. Performs strategic planning of complex human resource accountability audits of broad scope and national significance
2. Performs human resources related studies requiring detailed documentation, extensive research, and authoritative interpretations of the spirit and letter of the law, executive orders, court decisions, regulations, and broad policy statements that provide the framework for major agency-wide program decisions.
3. Provides consultative and technical services to HR Staff and all levels of line managers on issues affecting the full range of HR management disciplines in support of audit findings.
4. Writes human capital policies, guidance, procedures, and standards for existing, new and/or changing human capital program requirements.
5. Reviews, develops, and approves written instructions and standard operating procedures and ensures their compliance.
Qualifications:
