Office of Hawaiian Affairs (OHA) employees must be permanent Hawaii residents. Out-of-state applicants who are offered employment with OHA will need to relocate to Hawaii and establish permanent residency.
SALARY RANGE
$75,252 to $95,280 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.
GENERAL PURPOSE OF POSITION
The Project Supervisor supports the Chief Operating Officer (“COO”) and Chief Executive Officer (“CEO”) in advancing cross-functional strategic initiatives that align with the mission, vision, and strategic plan of the Office of Hawaiian Affairs (“OHA”). This position is responsible for supervising key projects and initiatives that support organizational performance, inter-departmental coordination, and timely execution of priority objectives. The Project Supervisor serves as a liaison between executive leadership and project teams, ensuring alignment, accountability, and continuous progress.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
1. Administrative Responsibilities
a. Examines strategic and operational documents, reports, and communications pertaining to administrative, financial, and budgetary matters, and provides recommendations to the COO and CEO.
b. Provides the COO and the CEO with relevant information and insights to support decision-making, and recommends other alternatives.
c. Analyzes requests from operating programs that may have policy implications and makes appropriate recommendations to the COO and the CEO.
2. Project Management Responsibilities
a. Plans, initiates and/or monitors multiple projects under the COO and CEO that may include developing detailed project scopes, schedules, milestones, risk assessments, and reports.
b. Facilitates and monitors cross-departmental projects and initiatives by convening team leaders, fostering collaboration and coordination, tracking progress and ensuring project initiatives are met within scope, budget, and timeline.
c. Communicates with directors, managers, and staff to address issues, clarify agency objectives and responsibilities, and provide guidance on implementing recommendations approved by the CEO and/or the Board of Trustees.
d. Conducts project and initiative due diligence, including business case and financial modeling.
e. Conducts quality reviews and assessments to ensure that project deliverables meet or exceed expectations.
3. Team and Stakeholder Coordination
a. May act as the operational link between the COO/CEO and department managers.
b. Facilitates collaboration among departments to achieve shared goals.
c. Leads project team meetings, prepares status updates, and ensures follow-up actions are completed.
d. Supports intra- and inter-departmental work groups in implementing COO/CEO-led initiatives.
4. Performance Monitoring and Reporting
a. Track and report project progress, metrics, and outcomes to the CEO and the COO.
b. Develop dashboards and reports that highlight performance trends, challenges, and solutions.
c. Contributes to process improvement efforts by identifying inefficiencies in workflows and proposing solutions to increase productivity and effectiveness across departments.
d. Identifies bottlenecks and proactively propose resolutions to maintain momentum.
5. Maintains strict confidentiality regarding conceptual and in-development projects and initiatives.
6. Fully support in action, language, behavior and performance the priorities, decisions, and directives of the COO and/or CEO.
7. Regular attendance on a daily basis is required for this position.

MINIMUM QUALIFICATIONS
Education, Training and/or Experience
1. Graduation from an accredited four (4) year college or university with a major in public or business administration, political science, law, economics or a related field. Master’s Degree preferred.
2. Three (3) years of progressively responsible professional experience in planning, directing, managing, monitoring, and evaluating projects; establishing goals, scope, timelines, budgets, resource allocation; leading project teams; handling budgets/contracts; monitoring milestones; documenting and identifying metrics for evaluation.
Knowledge, Skills and Abilities
1. Must have working knowledge of:
- Native Hawaiian history and culture, and current Native Hawaiian social, cultural, educational, economic and political issues and trends;
- Advanced project management and organizational skills;
- Excellent verbal and written communication skills;
- Proficient in tools such as Microsoft Project, Asana, or similar project tracking software;
- Ability to work both independently and collaboratively in a fast-paced, mission-driven environment;
- Public agency governance, operations and ethics.
2. Must have demonstrated skills and abilities to:
- Facilitate planning and execution of strategies to implement special projects that are consistent with OHA's overall strategic plan, as well as federal and state parameters for the organization; Travel to off-site locations to assist with various outreach activities
- Obtain, analyze and evaluate facts, and prepare top level management recommendations relating to operations, organization, administrative standards, finance administration and budgeting;
- Make sound management decisions;
- Deal tactfully and effectively with other governmental officials, Trustees, staff, businesses, community organizations, beneficiaries and the public;
- Communicate effectively, orally and in writing.
