The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal
justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.
The Research Innovation team drives the development and effective implementation of precision public health and community safety initiatives. Drawing on evidence-based and community-based insights, the Research Innovation team operates through four main pillars: data-driven policy development, evaluation, quality assurance, and interagency coordination.
ABOUT THE ROLE:
The Senior Advisor for Research and Policy Strategy (“Senior Advisor”) will leverage extensive experience in high-level policy development and execution to support the Research Innovation team and the wider office in addressing New York City’s most pressing community safety challenges. The ideal candidate will be a seasoned research and policy expert with a proven track record of delivering common sense, data-driven solutions through interagency coordination, complex analysis, and strategic messaging. Specific responsibilities include, but are not limited to:
- Develop high-impact research policy analyses and framework materials for both internal and external audiences using data analysis and narrative to communicate key challenges and solutions, ensuring that the content resonates with intended audiences. Materials could include short fact sheets, policy/research briefs, presentations or longer white papers.
- Strengthen MOCJ’s interagency coordination efforts, leveraging deep relationships across city and state agencies to develop solutions to current and long-standing challenges in areas including integrating public health and community safety solutions with precision, transit crime, gun violence, case processing, and service coordination for high-need populations.
- Serve as a consultant to executive management on projects and programs and provide status updates to executive staff and other parties.
- Provide high-level research and analysis expertise to optimize the office’s existing data infrastructure, ensuring it effectively supports the design and implementation of key strategies.
- Contribute to long-term strategic planning, building a foundation for developing additional subject-matter expertise within the Research team.
- Advise and assist with public information and outreach to effectively communicate administration priorities, achievements, and impact; work with Mayor’s and agency communications teams to develop strategies beyond traditional media.

Minimum Qualifications
1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
Preferred Skills
- Experience in criminal justice policy. - Professional experience involving data-driven policy and conducting and managing data development in policy environments. - Demonstrated ability to learn about new areas of policy. - Experience in data-driven policy development and communication. - Experience working with clinical, justice-involved, or other marginalized populations preferred. - Working knowledge of key City/State criminal justice agencies (e.g., NYPD, DOC, District Attorneys’ Offices, OCA). - Strong proficiency in Microsoft Excel and R statistical software for data analysis and visualization, and Tableau for building custom data dashboards. - Experience with CRM platforms (e.g. Salesforce) for collecting data from diverse sources and reporting key metrics. - Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, balance competing priorities, pay close attention to detail, and work independently as well as with teams in a fast-paced/high-pressure environment. - Ability to give and receive clear direction/instruction. - Effective and creative leadership ability with the capacity to work both independently and cooperatively. - Experience managing research staff, including at least one year in a supervisory role. - Proven ability to establish and maintain effective working relationships with a wide range of entities (e.g., government agencies, community organizations).

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
